State Representative Henry Genga (D-East Hartford) was appointed by incoming Speaker of the House Christopher G. Donovan to serve in the position of Assistant Majority Leader.
Incoming Speaker Donovan said, “Rep. Genga is a talented lawmaker and I look forward to working with him this coming session.”
“I am thankful to incoming Speaker Donovan for this important appointment and for giving me an opportunity to serve on this new capacity. I look forward to the new challenges as we prepare to convene the legislative session in January,” Rep. Genga stated.
The entire membership of the General Assembly will be sworn into office on January 7 at the State Capitol in Hartford during the opening day ceremony of the 2009 Session.
Rep. Genga was recently re-elected to his third term representing the 10th Assembly District in East Hartford.

State Representative Henry Genga (D-East Hartford) announced that the legislature has approved a plan under which the East Hartford school system will receive $89,081 in state grants to pay for winter heating costs at their public schools.
The distribution plan was approved last Tuesday during a joint meeting of the General Assembly’s Appropriations, Education and Energy Committees. The money is part of the energy assistance package passed by the legislature in August.
Rep. Genga said, “I am delighted that we were able to secure this funding to help provide much needed assistance to the school system and at the same time bring tax relief to our residents.”
Checks under this program will be issued within the next few weeks.
The legislature’s previously approved energy assistance package includes more than $75 million in heating help that will go to tens of thousands of families across Connecticut to heat their homes this winter. Eligibility information on these home heating assistance programs can obtained by calling the state’s Infoline at 2-1-1 or the Department of Social Services at 1-800-842-1132.

State Representatives Michael Christ (D-East Hartford), Christopher Stone (D-East Hartford), and Henry Genga (D-East Hartford) announced today that over $4.6 million in state bond funding for two local projects in East Hartford is expected to be approved at the next State Bond Commission meeting on Monday, August 4.
A total of $4 million is on the meeting’s agenda to go towards repairing and refurbishing the East Hartford levee. The US Army Corps of Engineers (USACOE) discovered deficiencies when it inspected the East Hartford levee in the fall of 2006. The levee must be repaired and refurbished in order to protect the town from potential flooding by the Connecticut River.
“This funding is a significant step toward ensuring that residents and property are properly protected in the event of a flood,” Christ said. “I am pleased that the state recognized the importance of bolstering these safety measures and has partnered with the town to make these much-needed upgrades possible.”
In addition to this project, $620,000 is expected to be approved for the development of the International Baccalaureate Early Childhood Magnet School in East Hartford. That funding will be used for the design and construction of school space and equipment in order to meet the goals of the 2008 stipulation and order in the Sheff v. O’Neill case.
“These funds will provide students and parents in Greater Hartford with additional choices for specialized high quality programs to help raise achievement levels,” Christ said.
The Bond Commission will meet on Monday, August 4 at 10:30 AM in Hearing Room 1E of the Legislative Office Building in Hartford.

State Rep. Henry Genga (D-East Hartford) hailed house and senate passage of a transportation measure that includes tougher penalties for traffic violations in construction zones or “traffic incident management zones.”
The bill establishes an increased penalty for certain traffic violations that occur in traffic incident management zones, clearly designated and marked as state highway construction or utility work zones.
“One of my constituents brought the work zone safety issue to my attention and asked for support. I am personally pleased to see house passage of this bill because safety in work zones is definitely a very important issue for all of us,” Rep. Genga said.
The new law would require the court to impose an additional fee equal to 100% of the fine it imposes for certain designated traffic violations when they occur in a clearly designated and marked state highway construction zone or utility work zone or management zone.
A management zone is in an area of the highway where temporary traffic controls or measures are installed under the authority of the transportation or public safety commissioner, or a local traffic authority, in response to a motor vehicle incident, natural disaster, hazardous material spill, or other unplanned incident. The zone must be delineated by signs, cones, flares, or flashing or revolving lights.
The measure now awaits the Governor’s signature.

State Rep. Henry Genga (D-East Hartford) welcomed funding approval of a pilot program that will expand access to specialty care services for underserved populations in East Harford and its neighboring communities of Manchester and Vernon. The item has been successfully approved for funding by the State Department of Social Services.
The measure calls for $50,000 to implement a one-year pilot project to provide specialty services to East Hartford Community HealthCare, Inc. patients, whose access to specialty services such as gastroenterology and orthopedic is limited.
“Being able to provide affordable healthcare to Connecticut’s residents is an on-going priority that we are constantly looking to tackle in the General Assembly,” Rep. Genga stated. “I am thrilled to see this request moving forward in the process, thanks to the support and team effort of State Rep. John Thompson and Senator Mary Ann Handley. It is my understanding that this program will later be evaluated to provide additional funding for these specialty services.”

State Representatives Michael A. Christ (D-East Hartford), Christopher Stone (D-East Hartford), and Henry Genga (D-East Hartford) announced today that the State Bond Commission has approved a grant-in-aid of $2,250,000 for Goodwin College in East Hartford.
The funding will be used to assist in financing the construction of a new building for East Hartford’s Goodwin College River Campus. The College provides programs that meet critical economic and workforce development needs and provide an avenue for many non-traditional students to achieve their career goals. The new construction will help the college transition from a two year school to a four-year degree-granting institution.
“We have worked hard at negotiating and convincing our colleagues at the State Capitol to approve this funding, and I am proud that those efforts were successful,” Rep. Christ said. “Approval of this funding is a victory for the Town of East Hartford. Goodwin’s campus expansion will transform the riverfront, attract more visitors, create jobs, transform our economy, and bring new possibilities our town.”
He continued, “I will continue to voice my support for Goodwin College at the State Capitol.”
Rep. Genga stated, “While this funding will help many who need affordable educational opportunities to increase their employability, it is a sound investment for the Greater Hartford region. Continued efforts will still be necessary to expand this educational institution to meet future needs and I will advocate for that.”
Rep. Stone said, “I am very pleased to have been able to work Rep. Christ and my colleagues to secure this funding. It is important to invest in education and these funds will continue to make Goodwin College and the surrounding area more attractive.”
