New London to see increase in PILOT funds

I am pleased to let you know the legislature has passed House Bill 6516 which ensures the City of New London will begin receiving an increase in payment in lieu of taxes funds (PILOT) from the state. This is especially important because the bill restores a previous provision that deemed property and facilities owned by the Connecticut Port Authority – for New London that means State Pier.

HB 6516 passed with bipartisan support in both legislative chambers. The Appropriations Committee will determine future PILOT funding but the bill requires the grants cannot be less than the FY 21 appropriation. The bill is expected to be signed into law by Governor Lamont and will go into effect July 1, 2021.

As State Pier undergoes development, this change resolves any ambiguity in current statute related to PILOT.
