This unnecessary practice is routine for many incarcerated citizens at Connecticut DOC facilities because it is believed to reduce violence and cut down on contraband. Incarcerated citizens may be subject to a strip search because of a transfer between facilities, the conclusion of a visit, or on a whim, seeing that reasonable suspicion is currently required for adults and children to be strip searched. This inhumane tactic violates our basic human rights.
Senate Bill 1196 would raise that standard and require a correctional officer to document the officer's probable cause belief that an incarcerated person is concealing contraband prior to such person being subject to a strip search and would have to receive approval from the shift commander or the shift commander’s designee before performing a strip search. |
