$40 Million for Special Education
Though we understand education needs much more! There was an ANNOUNCEMENT!This week the House and Senate leadership announced that both chambers will vote next week on an immediate $40 million injection of state funding to cities and towns to support Special Education needs for the current fiscal year.
This funding will be allocated through the Excess Cost Grant program and distributed through a tiered reimbursement structure that prioritizes funding for the neediest cities and towns. The House convenes on Monday, February 24 and the Senate on Tuesday, February 25.
Special Education is a 2025 legislative priority for House Democrats. We have heard from cities and towns across Connecticut that Special Education costs are squeezing local budgets. This investment will help school districts now though we recognize the challenges municipal governments face going forward, which is why we are working to lower costs, strengthen services, and provide more financial support.
I do hope and support more funding become available to provide the equitable funding needed to fully fund ECS funding.

Rollin' with Rep. Nolan - Correctional Ombudsman DeVaughn Ward
On this week's Rollin' with Rep. Nolan, I spoke with DeVaughn Ward, Correctional Ombudsman at Connecticut's Department of Correction.
DeVaughn serves as the chief advocate for incarcerated individuals at the State Capitol and is a mediator and liaison for incarcerated people and their families if they are facing issues with the DOC.
DeVaughn is an amazing advocate for Connecticut's incarcerated population and ensures they are treated with dignity and respect.

End Homelessness Caucus
Ending homelessness across our state is a key commitment of mine, and I am honored to be part of this newly established caucus. Today, joined by dedicated legislative leaders and passionate advocates from communities throughout Connecticut, we marked the official launch of the first-ever End Homelessness Caucus!
We deeply appreciate the encouragement and inspiring messages from service providers, state and local partners, and advocates within the Homelessness Response System.

Connecticut's Crime Rate Declining
Great to hear that Preliminary data from the first three quarters of 2024 showed that serious crime continued to decline throughout Connecticut, according to the state Department of Emergency Services and Public Protection. Big thank you to our law enforcement officers and administration.

Hispanic Health Council Maternal Health Accountability Breakfast
The Hispanic Health Council is excited to have you at the Maternal Health Accountability Legislative Breakfast on 2/25/25 at 8:30am in the Legislative Office Building Cafeteria Dining Hall. We will have a panelist of subject matter experts on maternal health that will discuss how Connecticut can take action to decrease maternal health mortality for women of color.
Our panelists include Representative Belton; Representative McGee; Dr. Tina Loarte-Rodriguez, DNP, RN, CPPS, CPHRM; Dr. Marian Evans MD, MPH, CRA; and Dr. Andy Beltran MD, CMO. We are excited to share with the CGA on how we can make CT a healthier state and ensure women of color can have safe birthing experiences, free of trauma.
