I helped lead debate and we delivered

April 23, 2026

Dear Neighbor,

Today, I was proud to help lead debate on House Bill 5372, which included a provision I authored to modernize Connecticut’s fertility coverage laws and it passed with bipartisan support.

For too long, outdated language in Connecticut law has prevented people from accessing fertility benefits they are already paying for through their health insurance.

That has created real barriers for:

  • couples facing infertility
  • cancer patients preserving fertility before treatment
  • individuals with reproductive health conditions
  • LGBTQ couples pursuing parenthood
  • families who rely on donor eggs, sperm, or embryos to build their families

Starting a family can already be emotionally exhausting, deeply personal, and financially overwhelming. Government should not make that journey harder because our laws failed to keep pace with modern medicine.

That’s why I worked alongside Rep. Tammy Nuccio on bipartisan legislation to update Connecticut’s outdated definition of infertility so more people can access the care they need.

And just as importantly: this bill does not create a new insurance mandate.

It simply ensures that people already paying for fertility coverage have fairer access to the benefits they’re already paying for.

I’m grateful to Insurance Chair Kerry Wood for helping move this broader bill forward, and to the families, advocates, and medical professionals who shared their stories with me.

Connecticut has worked hard to protect reproductive freedom but that also means helping people build families when they’re ready.

Today, we moved that fight forward.

The bill now heads to the Senate, and I’ll keep fighting to get it across the finish line.

Thank you for trusting me to do this work.

Sincerely,

Raghib Allie-Brennan
State Representative
