New Laws Effective July 1

Several new laws that we passed during the 2026 legislative session took effect on July 1, bringing important changes for Connecticut residents.

Among them is Public Act 26-42, which expands access to voting by allowing any eligible voter to cast an absentee (mail-in) ballot without needing to provide a specific reason. The law removes outdated restrictions that previously limited absentee voting to a narrow set of circumstances.

Another new law, Public Act 26-21, establishes a new grant program to help local and regional boards of education provide free CTtransit bus passes to public high school students. This statewide initiative is intended to reduce transportation barriers for those students, improving access to school, after-school activities, employment, and other educational opportunities.

Public Act 26-127 expands access to renewable energy, simplifies solar installation, and makes clean energy more affordable. The law extends the state's residential, commercial, and community solar programs through 2027, ensuring continued support for clean energy as electricity demand grows. 

These measures reflect our ongoing efforts to make voting more accessible, to support our students, and to expand access to affordable solar energy.

New Immigration Services in Waterbury

It was an honor to celebrate the opening of a new organization bringing critical immigration services to downtown Waterbury. Dreamers2gether Inc. is dedicated to supporting immigrant families by helping "Dreamers" – undocumented immigrants who were brought to the United States as children – and their loved ones navigate important services, including green card assistance, renewals, access to education, legal resources, community support, and more.
Dreamers2gether Inc. is committed to helping families remain together while providing guidance, resources, and a sense of community for those navigating the immigration process. Their work ensures that individuals and families have access to the support they need to build successful futures.
I was grateful for the opportunity to visit the new office at 14 North Main Street, meet the dedicated staff, and welcome them as a new resource for Waterbury residents. I look forward to seeing the positive impact they will continue to make throughout our community.

Remembering the Borinqueneers
on Korean Armistice Day

July 27th marks the historic signing of the Korean Armistice Agreement in 1953, which brought an end to active fighting of the Korean War after more than three years of conflict.

Today, we honor the courage and sacrifice of the 1.8 million Americans who served during the war alongside millions of allied South Korean troops who defended freedom.

We also pay tribute to the thousands of Puerto Rican soldiers who served with distinction in the U.S. Army's 65th Infantry Regiment, the legendary Borinqueneers, whose extraordinary bravery and unwavering dedication earned them a permanent place in our nation's military history.
