Dear Neighbor,

The Housing Advisory Panel voted on Friday to approve one-time grant funding awards as part of the Interest on Real Estate Brokers Trust Account (IOREBTA) Program. Three organizations that service our community, Homes with Hope, Open Doors, and Star Inc. all received grant money.

Homes with Hope will receive $20,000, while Open Doors and Star Inc. will receive $10,000 each.

IOREBTA Program funds annually support appraisal gap financing for first-time homebuyers, development of affordable housing projects, counseling for low- and moderate-income homebuyers, and second mortgage down payment assistance when the Down Payment Assistance Program (DAP) Loan was suspended. The IOREBTA Program has also funded the purchase of mortgages from Connecticut chapters of Habitat for Humanity and other housing subsidies. This year's grant awards include help for intellectual and developmental disability (IDD) and Veterans' housing, low-income and affordable housing and homelessness assistance and prevention programs. 
 
This grant funding will go toward helping Open Doors "make a home" for individuals and families who are moving from the shelter to supportive and affordable housing. Funding will be used to support utility deposits for new rentals, utility arrearages, security deposits, first month rental payments, furniture and much more.

DOT Update for Westport 

The Connecticut Department of Transportation is announcing the scheduled weekend closure and detour of I-95 SB in Westport.  I-95 SB will be closed with limited capacity, I-95 NB Exit 17 On and Off Ramps and I-95 SB Exit 17 Off-Ramp will be closed as well as and Saugatuck Avenue (Route 33) from 8:00 PM Friday November 3 through 6:00 A.M. Monday November 6, 2023. 

DETOUR INFO:

The proposed closure and Detour are as follows:

I-95 SB at Exit 17 Detour

Two lanes of I-95 SB traffic will be crossed over onto to the new I-95 NB with positive separation by channelizing devices. Traffic flow will be severely impacted in both directions.

I-95 NB On Ramp at Exit 17 Detour

The traffic will be detoured to Saugatuck Avenue to Riverside Avenue to Route 1, then to the Sherwood Island Connector and onto I-95 NB at Exit 18.

I-95 NB Off Ramp at Exit 17 Detour

The traffic will be detoured to Exit 18 to Sherwood Island Connector onto Route 1 to Riverside Avenue to Saugatuck Avenue.

I-95 SB Off Ramp at Exit 17 Detour

The traffic will be detoured to Exit 18 to Sherwood Island Connector onto Route 1 to Riverside Avenue to Saugatuck Avenue.

Saugatuck Avenue at Exit 17 Detour

The traffic will be detoured to Park Street onto Franklin Street and to Saugatuck Avenue. The pedestrians will also use the same detour.

CT Energy Assistance Program Still Accepting Applications 
There is still time to apply for benefits through Connecticut’s Energy Assistance Program! The deadline to submit applications for the 2023-2024 winter heating season is May 31, 2024.

Enrollment for the program occurs on an annual basis so even if you received assistance last year, you would need to re-apply. For more information on eligibility and how to apply, click HERE.

Access Health CT's Open Enrollment Period is Now Open

Access Health CT's (AHCT) Open Enrollment Period for 2024 is now open. During this period, individuals can enroll for the first time, renew their coverage, and explore the various policy options to see which will be the most beneficial. 

If you are interested and have questions about the program, there are several ways to receive free assistance:

  1. In-person: There are in-person enrollment locations and events taking place across Connecticut. Find more information at accesshealthct.com/enrollment-events/.
  2. Online: Visit accesshealthct.com. You can learn more about the different plans and find free help online using the "live chat" feature.
  3. By phone: Call 1-855-805-4325. Help is available Monday - Friday, 8:00 am- 5:00 pm. Customers who are deaf or hearing impaired may use TTY at 1- 855-789-2428 or call with a relay operator.
  4. Work with a Broker: To find a Certified Broker or Enrollment Specialist, visit accesshealthct.com/get-help/

Virginia Military Institute Commander's Band Concert at Norwalk American Legion Post 12 
The Virginia Military Institute Commander's Band will hold a concert at the American Legion this Saturday, November 4.

The next day, November 5, there will be a Flag Raising / Veteran of the Month Ceremony at Veterans Park in Norwalk. CHET Dream Big!

Connecticut K-12 students have a fun and exciting opportunity to win up to $20,000 towards their future education with the CHET Dream Big! Competition.

The Dream Big! Competition, which is offered by the Connecticut Office of the Treasurer, asks students to answer a question in the form of a drawing, essay, or video. Younger students are asked to answer a question focused on improving their communities and the lives of others, and older students are asked to describe a lesson they’ve learned and how it will influence their future.

The deadline to enter is NOVEMBER 6!

Some amazing prizes will be awarded in the form of contributions to a CHET 529 college savings account and support for local schools.

  • 3 Grand Prize winners receive $20,000 (one student from each age group)
  • 24 winners receive $6,000 (eight students per age group)
  • 336 winners receive $500 (112 students per age group)
  • 10 randomly selected participating schools will win $7,500 in tech equipment

The competition is open to all Connecticut K-12 students, and every child has the chance to participate.
