$12 Million in State Funds For Key Renovations in Waterbury

August 8, 2025

applaud the State Bond Commission for approving $12 million in state funds to support the renovation of three vital projects in Waterbury.

  • $7.5 million to finance renovations to Kinney Hall at Naugatuck Valley Community College, which include upgrades to fire safety systems, ADA improvements, replacement of HVAC and electrical, and other improvements.
  • $3.5 million to renovate Waterbury's train station to include a modern waiting area, new ticket kiosks, windscreens for rider comfort, EV charging stations, security cameras and emergency phones, and track realignment for smoother, more efficient service.
  • $1 million to renovate and increase capacity at McCall's Whole Health Center within the Russell Place building at 969 West Main Street. The facility provides a full spectrum of integrated, community-based care including primary care services, substance use treatment, and mental health support.

This investment is a game-changer for our community. It strengthens access to education, creates faster commutes, increases access to good-paying jobs, expands critical health services, and brings new energy to the heart of the city – ensuring that residents have the tools they need to study, heal, and thrive at home.

I am grateful to Governor Ned Lamont, House Speaker Matt Ritter, and House Majority Leader Jason Rojas for their continued commitment to Waterbury and the future of our region.

"By improving our local college and expanding access to comprehensive health care, we're not just upgrading buildings -- we're investing in people," Rep. Michael DiGiovancarlo said. "These projects will ensure that residents have the opportunity to learn, heal, and grow right here in Waterbury. It's a win for students, families, and the future of our city."

"I'm proud to see this sate funding come to Waterbury to support two meaningful investments in our community," Sen. Joan Hartley said. "The $1 million for the McCall Foundation will help expand access to critical behavioral health and addiction recovery services in a safe, modern facility which is urgently needed. The $7.5 million going to Naugatuck Valley Community College will ensure Kinney Hall remains a vibrant, up-to-date learning environment for our students, helping them prepare for careers and futures that strengthen our local economy. These investments will improve quality of life, education, and opportunity here in Greater Waterbury."

The State Bond Commission approved the funding during a meeting on August 1. I proudly serve as Chair of the Bonding Committee.
