Transformative Bond Bill Delivers for Waterbury

July 7, 2025

We recently passed a transformative bond bill that delivers real results for our communities. As Chair of the Bonding Subcommittee, I’m proud to have helped make it happen. Here’s what it means for Connecticut and the city of Waterbury:

  • Child Care Expansion – This bill includes the state’s largest investment ever in child care, helping more Waterbury families access affordable, quality early childhood education and enabling more parents to return to the workforce.
  • Special Education SupportWe’re putting more funding into special education, so every student — no matter their needs — has the resources to succeed.
  • Public Safety for Houses of WorshipWe’re investing in security upgrades for churches and synagogues so that all faith communities can gather and worship safely.
  • Brownfield RedevelopmentThis bill boosts brownfield cleanup and redevelopment, especially in legacy cities like Waterbury, turning blighted properties into opportunities for economic growth and local jobs.
  • Aging in PlaceA new program to help seniors stay in their homes and communities longer with dignity, independence, and support.
  • Town Aid Road (TAR) IncreaseFor the first time in years, we’re increasing TAR funding by 33%, giving our towns critical dollars to fix roads, improve infrastructure, and enhance public safety.

This bond package is about building a safer, stronger, and more inclusive Connecticut — and I’m proud to stand with my colleagues, including Rep. Maria Horn and Rep. Jennifer Leeper, in delivering these meaningful investments.

I would like to thank our Leadership team including Governor Ned Lamont, House Speaker Matt Ritter, Majority Leader Jason Rojas, Co-Chair of the Bonding Subcommittee Senator Pat Billie Miller, Ranking Member Rep. John Piscopo, and House Democrats Deputy Director of Policy Zoë Gluck for their valuable input in this important legislation.
