New State Laws Take Effect October 1

September 30, 2026

Among the nearly 100 laws effective this month are new rules protecting data privacy, limiting ICE agent tactics, and updating gun safety statutes.

Data Privacy

There are new limits on the use of automated license plate readers, such as the now infamous “Flock” cameras employed by many police departments, including restrictions of how long information can be retained and how it can be used or shared (PA 26-14).

ICE Agent Tactics

Without a judicial warrant, arrests and detentions for civil offenses will now be restricted from designated protected areas, such as schools, hospitals, places of worship, childcare centers and homeless shelters. This does not prohibit arrests for criminal offenses (PA 26-14).

Gun Safety

It is now illegal to sell or bring into the state handguns that can converted into fully automatic “machine gun” type firearms. All states, including Connecticut, already ban machine guns (PA 26-41).

Cellphones, School Buses, Workzones…

Other new public safety laws include expanded enforcement of using cellphones while driving (PA 26-63), as well as increased penalties for passing a stopped school bus (PA 26-95) and reckless driving through highway work areas (PA 26-120).

Here’s a list of all the new state laws taking effect October 1.
