House Passes Jennifers' Law

Last week, the House passed SB 1091, also known as Jennifers' Law, which makes various changes in the laws relating to domestic violence, civil restraining orders, family violence, assistance programs, and certain crimes.

This piece of legislation introduces

a working definition of coercive control into Connecticut Law to protect partners and children, which helps courts recognize that intimate partner violence and abuse doesn’t always look like a bruise or a broken arm.
What Else the Bill Does
  1. Allows victims subject to coercive control by a family or household member to be eligible for civil restraining orders.
  2. Creates a grant program to provide free legal assistance to indigent restraining order applicants.
  3. Categorizes criminal violation of a protection order or condition of release as a family violence crime in certain circumstances.
  4. Prescribes a specific notice to each person who receives a family violence protective order or standing criminal protection order.
  5. Expands the “best interest of the child” factors in family relations matters to include the child’s physical and emotional health.
  6. Provides eligible domestic violence victims easier access to certain assistance programs.
  7. Establishes additional protections for tenants who are protected by certain orders of protection by requiring a landlord to change a dwelling unit’s locks upon the tenant’s request or allow the tenant to do so within a certain time period.

The confines of this bill will ensure that women and men in Connecticut experiencing domestic violence get the support and the safety they need, which is due in part to our collaborative effort with the Connecticut Coalition to End Domestic Violence to draft this legislation. The bill passed the Senate last month so it will now head to the Governor's desk for his signature.
