Rep. Delany Legislative Update 4/22

It's been a busy week as the House was in session for three days voting on a number of bills that I will recap below.

We are in the final stretch of the legislative session and as bills come to the house floor I will continue to update you.

Here is some information I hope you find useful.

 
YOUTH AND MENTAL HEALTH ROUNDTABLE DISCUSSION
 
This week I joined Speaker Ritter, Mayor Caroline Simmons, Rep. Dan Fox, and Rep. David Michelle for speaking engagement with 20 agencies in Stamford to discuss the impact of House Bill 5001, an act concerning children's mental health.
 
 
PRESS CONFERENCE FOR SENATE BILL 471
 
 

I proudly spoke in defense of voting rights, and my colleagues and I raised awareness on a bill that could bring Connecticut our own version of the Voting Rights Act. (S.B. 471)

Our voters want to know that our elections are fair, well run, efficient, and accurate, and this legislation ensures that we will keep that way!!
 
Thank you to the NAACP Legal Defense Fund, ACLU CT , Commoncause CT, Latino Justice, the Hispanic Federation, and all the advocacy groups for being up there to spread awareness!!

COLORS OF AUTISM: RAISING AWARENESS AT THE CAPITOL

This month is Autism Awareness Month and Next Friday I will speak at the Colors of Autism event at the Capitol which will focus on how Autism impacts community of color.

BILLS PASSED IN THE HOUSE THIS WEEK

HB 5414 establishes newfound legal protections for individuals seeking or providing reproductive health care as a number of states look to target reproductive rights.
 

Gaining meaningful employment is a critical component to reentering your community following incarceration – but too often individuals face significant barriers, which limit opportunity and the ability to succeed in reintegrating. The House just passed HB 5248 to remove these barriers for individuals with a criminal record trying to obtain a professional license.

Fair rent commissions are essential to supporting vulnerable populations facing rent hikes that often price them out of available housing – and ultimately, to helping stabilize rental costs in a climate where rates remain at an all-time high. With the House passage of HB 5205, we are a step closer to ensuring that larger cities and towns create these necessary commissions.
 

Throughout a child's life in public K-12 schools, they have access to programs that supply free and reduced meals - but food insecurity doesn't end on graduation day. For college-age students, food insecurity can become a significant barrier in their ability to pursue and succeed at a higher education institution. Just passed by the House, HB 5301 will work to identify the nutritional needs of students and establish strategies to combat food insecurity at our colleges and universities, among other initiatives to better support students, including creating a plan to build additional childcare facilities at state colleges and universities.
 

 

Through the passage of HB 5234, the House has worked to ensure that both parties are able to work together to break down the barriers to obtaining housing. This bill establishes clear rules of the road for landlords and tenants.
 

 

Patients who will be under deep sedation, anesthesia or may fall unconscious should be sure that they can trust in their medical professionals to keep them safe and remain transparent about the procedures they may face. HB 5278 will require physicians to receive explicit consent before a pelvic exam can be performed, in addition to ensuring providers are properly educated on conditions such as endometriosis to increase patients' dignity and bodily autonomy.
 

 

Nursing homes have faced critical shortages in the last few years and as they work to replace staff, they have faced challenges in recruiting and retaining qualified individuals – including increasingly relying on nursing pool agencies which often cause the cost of labor to skyrocket. Just passed by the House, HB 5313 establishes maximum rates nursing pool agencies may charge a facility.

House Bill 5200
 

To ensure that the state is prepared for the energy option of the future, the House acted on HB 5200 to study the feasibility, workforce development opportunities, and cost-effectiveness of hydrogen power.

 
House Bill 5386
 

No family should have to face the difficult decision between affording bills or paying for the out-of-pocket charges on critically needed medication. Through passage of HB 5386, the House just moved to cap out-of-pocket costs for EpiPens so that families aren't financially strained in accessing these life-saving devices.

It's imperative that we ensure our children are not only having fun but staying safe when participating in youth sports leagues. Just passed by the House, HB 5240 will establish a task force to study safety protocols and make any recommendations to keep our children safe.

 

The House just passed HB 5146 to make it easier for supermarkets to provide surplus food to those in need – so that we may not only have plans in place that reduce food waste, but we find solutions that support the members of our communities.

 

Our state is home to several arts and culture institutions which help to enrich the lives of residents, create jobs in their communities, and help to boost tourism in our state. With the passage of HB 5267, the House just acted to ensure that CT's arts and culture sector is included in state-wide marketing plans so that we may further promote the great parts of our state.
