Programs for East Hartford Residents

East Hartford Social Services, in partnership with the Assessor’s Office, administers several exemption programs that benefit the elderly, persons with disabilities, and veterans.  Applications are accepted from February 1 through May 15 at least every two years. Eligible individuals may receive a credit ranging from $100 to $700. For details regarding eligibility and documentation requirements, please visit the Assessor Exemption Programs website.

Requirements:

  • Be at least 65 years of age as of December 31, 2021 or you must be over 18 and permanently and totally disabled. Proof of 100% disability from Social Security (form TPQY) required.
    Own the property or hold a tenancy, which makes the applicant liable for payment of taxes (CGS Sec.  12-48). The property must be the applicant’s primary residence as of October 1st.
  • Be a permanent resident of the State of Connecticut as of October 1, 2021.
  • Meet income limits determined by the State & the Town.  The 2021 income limits for the State Programs are $46,400 for married persons, $38,100 for single, Town Programs are $57,400 for married couples, $49,100 for single persons and $67,400 for married couples with dependent children in which one spouse is disabled and receiving Social Security Disability Benefits (form TPQY).
  • Please note for Town tax exemption programs your assets, excluding the value of your primary residence and any tax deferred retirement investments, cannot exceed $100,000.
  • Include a copy of your 2021 Federal Income Tax Return & all Schedules if you have filed one, and Social Security 1099 forms.
  • If no income tax return was filed, please submit the following proofs of income with your application:
  • Total Income from 2021 (all sources);
  • Social Security Income for 2021 (form SSA 1099), if 65 or older and not yet collecting, note required from Social Security Administration stating you are not yet collecting SSI;
  • Pension Benefits for 2021;
  • Interest Statements, dividends from stocks & bonds for 2021; and
  • Railroad Retirement for 2021.

Additional Information:
 

  • Residents whose property tax does not exceed 7% of income will not be eligible for this program.
  • When state and local assistance combined exceed 75% of your property tax, eligibility for this program stops.

 
Application Assistance at the Raymond Library and Senior Center
East Hartford Social Services will be available at the Raymond Library for after-hours assistance with the application process, as well as the Senior Center during specific dates and times.  Residents are encouraged to contact Social Services at 860-291-7248 to schedule an appointment to minimize wait time.  Walk-ins are also welcome and will be assisted on a first come, first serve basis.  Please plan to bring required documentation.

  • Hours: 4:30 p.m. through 7:00 p.m.
  • Location: Second floor reference room

Senior Center – 15 Milbrook Drive, East Hartford, CT 06108

  • Dates: Thursday, April 7, 14, 21, and 28
  • Hours: 9:30 a.m. through 12:00 p.m.
  • Location: Conference room

Renters Rebate Program

East Hartford Social Services would like to announce that the application period for the annual Renters Rebate Program for residents begins on April 1, 2022. The application period will run through October 1, 2022.  This program is sponsored by the State of Connecticut through the Office of Policy & Management to provide elderly and disabled renters with a limited refund based on the amount of rent and utilities they paid in 2021.
 
How to apply?

  • Residents can call the Social Services at 860-291-7248 to set up an in-person or phone appointment to assist with the application process, or request an application be mailed to you.

 

  • Individuals can access the application form on the Social Services web page, signed applications & required documents can be dropped off in the Social Services office on the lower level of Town Hall, 740 Main Street; returned via fax at 860-291-7304; mailed to East Hartford Social Services; or placed in the green drop box located at the Town Hall parking lot.

Required Income Documentation (all for calendar year 2021):

  • Social Security Income (form SSA 1099) & SSI if applicable
  • Copy of 2021 Federal Income Tax Return & all schedules, if filed

1099 forms for pensions, dividends, interest, stocks & bonds, etc.

  • W-2’s from employment
  • Veterans Disability or Railroad Retirement
  • 100% Disabled:  Benefit Verification letter from Social Security stating date disability began & proof of SSI benefit, along with other forms listed above, if applicable               

   
Required Expense Documentation:

  • Rent receipts for 2021 (all 12 months)
  • Utility bills you paid in 2021 (heat, gas, electric, only). NO telephone, cable or medical bills.

 
The Office of Policy & Management will begin mailing out rebate checks after the application period closes.  Persons needing assistance with the application may designate another individual to file an application on their behalf.
