I hope this message finds you and yours well.

I am continuing my series of legislative email updates highlighting the bills we passed during the 2022 session.

This week's update spotlights acts supporting public safety and our first responders. These bills take steps to ensure those who protect our communities can access the vital resources and tools to do their jobs safely. Our fire, police, and emergency medical professionals do so much, making great sacrifices as they respond to emergencies at all hours. Below is a look at some of the legislation we passed to support them like they support our cities and towns.

H.B. 5506, An Act Adjusting the State Budget for the Biennium Ending June 30, 2023: The budget includes the following funding amounts for various initiatives:
  • Pays volunteer fire companies $500 for each call they respond to on limited access highways, like calls on Route 8 in Ansonia and Derby!
  • $10 million over the next 2 years to fund regional police task forces to address illegal gun trafficking and car thefts.
  • $400,000 to the state Department of Public Health for gun violence prevention.
  • $3.4 million to the state Judicial Branch for the Project Longevity Initiative, which is a community-based approach to reduce gun violence in Connecticut cities.
  • $500,000 for police and public safety officer training.
  • Provides fuel tax refunds for EMS organizations to fuel their ambulances.
  • Invests in transportation bonds for purchasing and installing advanced wrong-way driving technology.

S.B. 256, An Act Concerning Catalytic Converters: disrupts the catalytic converter theft crisis by strictly regulating the market, requiring specific documentation of the purchase and sale of these parts and creating new penalties and fines for those illegally trafficking catalytic converters.

H.B. 5420, An Act Concerning Mental Health Needs of and Services for Police Officers, Certain Requirements Regarding Police Training and Certain Reports: extends employment protections for police officers who seek mental health services. It also improves police training for handling incidents involving individuals with mental or physical disabilities.

S.B. 313, An Act Concerning Adoption of the Recommendations of the Task Force to Study Cancer Relief Benefits for Firefighters: requires local fire departments to develop and implement a plan for maintenance and remediation of toxic, cancer-causing substances on turnout gear and increases funding for the firefighters' cancer relief fund, which offers payments to firefighters diagnosed with cancer.

SB 5, An Act Concerning Online Dating Operators, the Creation of a Grant Program to Reduce Occurrences of Online Abuse and the Provision of Domestic Violence Training and Protections for Victims of Domestic Violence: takes steps to make online dating safer. It creates a grant program to prevent online abuse and makes victims of domestic violence a protected class.

H.B. 5417, An Act Concerning Juvenile Justice and Services, and Firearms Background Checks, and Larceny of a Motor Vehicle: makes adjustments to our state's existing criminal juvenile justice laws by:

  • Speeding up juvenile arraignments within the Judicial Branch.
  • Permitting GPS monitoring for repeat juvenile offenders.
  • Extending hold times by police if an arresting office is seeking a detention order.
  • Toughening car theft penalties, punishing offenders by the number of offenses instead of the value of the car.

P.A. 21-67, An Act Concerning Risk Protection Orders or Warrants and Disqualifiers for Firearm Permits and Eligibility Certificates: strengthen Connecticut's Red Flag law to permit family or household members and certain medical professional to petition a state court for a Risk Protection Order. Under the prior statute, only police officers or the state's attorney were authorized to petition a state court to order the temporary removal of firearms who may pose as a danger to themselves or others. The law also ensures individuals whose firearms are removed cannot acquire additional firearms or ammunition. It also removes the expiration date of the Risk Protection Order to apply to have the order revoked. 

 
SPOTLIGHTING LOCAL EXCELLENCE
Over the weekend, I had the honor of joining the Derby Centennial Lions Club in recognizing the executive director and volunteers of St. Vincent de Paul Thrift Shop and Food Bank of Derby for the amazing work they do to support the people of our community. These volunteers exemplify kindness in action, supporting the day to day operations to meet the needs of their neighbors. Their work touches hearts and lives, and they give so much back to our community. 
 
I was pleased to join the Flags for Heroes event hosted by the Derby-Shelton Rotary Club. This event honors 205 individuals and organizations from our community who are heroes in a variety of ways, from service members and veterans to firefighters and police, nurses and nonprofit leaders, and so many more. This was a meaningful event and I want to thank the Rotary members for coordinating this event and all they do for our community, as well as all the honorees for the many ways they have helped our community and our country. 
 
APPLY NOW FOR THE CHILD TAX PAYMENT
Applications are now open for the Child Tax Credit payments! This is in addition to your normal tax filing. Applications will be open through July 31, 2022. Any Connecticut resident who claimed at least one dependent child under the age of 18 on their 2021 federal income tax return may be eligible to receive a maximum payment of $250 per child (for up to three children) with the following income guidelines:

PARK-CONNECT NOW OPEN FOR THE SUMMER
It is now easier than ever to visit a Connecticut State Park.

ParkConneCT, a transportation service that offers fare-free buses to Connecticut beaches and state parks, is now open for the summer season. This expanded service will run through Labor Day. ParkConneCT makes our state parks and beaches more accessible, ensuring that all residents will be able to enjoy Connecticut's beautiful outdoor offerings.  
 
The following parks are included in the ParkConneCT program: 

  • Hammonasset Beach State Park (Madison)
  • Silver Sands State Park (Milford)
  • Fort Trumbull State Park (New London)
  • Sleeping Giant State Park (Hamden)
  • Sherwood Island State Park (Westport)
  • Osbornedale State Park (Derby)
  • Indian Well State Park (Shelton)

As a reminder, all statewide busses will continue to operate without fare collection until December 1st, 2022. If you are looking for a great outdoor activity during the summer months, I encourage you to take advantage of the free ParkConneCT busses.

LOWER VALLEY JOBS FAIR
On June 30 from 1 p.m. to 5 p.m. at Ansonia High School, stop by the Lower Valley Job Fair. The event will feature nearly 40 employers from a variety of industries for various skillsets, pay scales, and hours. 

There will also be free professional headshots, free resume coaching, information on workforce training opportunities, and so much more to equip residents in the Lower Valley with nearly everything they need to land good-paying jobs. In addition to helpful career services, numerous community-based organizations and resources will be in attendance to ensure residents can secure advancement in the workforce. 

Everyone is invited to attend this FREE event! There will be refreshments and transportation to and from the event.

 
NOW HIRING
The WorkPlace is hiring career coaches, instructors, a digital marketing coordinator, employer relations specialist and more! It will be hosting a virtual hiring event on June 22nd at 10 a.m. and 4 p.m. During this event, jobseekers will learn more about the job opportunities available and meet with WorkPlace staff. COMMUNITY EVENTS
 
The Ansonia Farmer's Market will begin Friday, June 17 from 10 a.m. to 1 p.m. and will occur every Friday until November. The Farmer's Market is at Main Street and Daniel Hayes Drive. Additional vendors will be announced soon.
