The second round of application and review for the Community Investment Fund 2030 “CIF” is here.

The CIF was established in 2021 with the goal of promoting economic and community development in Connecticut’s Public Investment Communities and Alliance Districts. Such municipalities, as well as community development corporations and nonprofit organizations serving such municipalities, are eligible to apply. Applications for the second round of CIF funding, totaling up to $98,522,165, are due by 4:00 PM on Friday, January 6, 2023.

Round 1 was highly competitive, with over $900 million in requested CIF funds. Projects that were not funded in Round 1 need to be re-submitted for consideration. DECD is offering an optional expedited re-application process. Applicants can also re-submit their full application through the normal application process.

Funding from the CIF can be used for two categories of projects:
• Capital Improvements, including brownfield remediation, affordable housing, water and sewer infrastructure support, pedestrian safety and traffic calming improvements, energy resiliency projects, and land acquisitions and capital projects to construct, rehab or renovate buildings and structures to improve home rehab programs and facilities; and
• Small Business Support programs, including revolving loan programs, microloans, or gap financing for small businesses, as well as startup funds to establish small businesses.

All projects must promote economic or community development in the eligible municipality where the project is located, and  further the consistent and systemic fair, just and impartial treatment of all individuals. Priority will be given to municipal applications which include local hiring preferences or a project labor agreement; which result in employment of ex-offenders or individuals with disabilities; which will leverage municipal, private, philanthropic, or federal funds; or which include a letter of support from members of the General Assembly who represent the district where the project will be located.
