Dear Neighbor,

I wanted to highlight some of the work happening at the Capitol. In addition to highlighting one of the bills I've co-introduced, I've also included information regarding our Pints and Policy event, the Women Owned Business Equity Match Grant being offered, and information about an event hosted by United Illuminating and Southern Connecticut Gas Company to discuss energy saving opportunities.

Upcoming Event: Pints and Policy
I hope you will save the date for an informal opportunity to connect, share your priorities, and ask questions with our Fairfield House delegation on Tuesday, January 24th, 2023, at 7:00 PM  at Old Post Tavern (1418 Post Road, Fairfield).
This is a great opportunity for me to hear from you about what is most important to you. To RSVP or learn more about the event, feel free to email Jason Knight (jason.knight@cga.ct.gov) or call (860) 240-8568. I hope to see you there!

Retirement Income Tax - Further Reductions
This Legislative Session, I (along with many of my colleagues) have co-introduced Proposed H.B. No. 5052. This bill would build on what we did last session to accelerate and expand the elimination of income tax on retirement income by including IRAs to take effect Sunday, January 1, 2023, and raise the qualifying thresholds to $150,000 for married couples. We also proposed a phase-out of the benefit to address the current cliff that exists for anyone just slightly over the existing threshold. As this proposal works through the committee process, I will keep you informed of when it receives a public hearing so that you can participate, should you be so inclined.
I also encourage you to check out our committee meetings and schedule every week so that you can participate and share feedback with me on any bills of interest to you. You can find the weekly schedule, youtube links, and agendas here.

WBDC Equity Match Grant
The Women's Business Development Council (WBDC) has announced the next round of its Equity Match Grant Program. Applications opened Wednesday, January 17, 2023, and will be accepted until Tuesday, February 28th, 2023
The program offers grants of up to $10,000 to women-owned businesses in Connecticut that have been in business for at least two years and have revenues between $25K - $2M. You can read more by clicking here (for the Spanish version, please click here).
Since the program launched in late 2020, 167 grants totaling over $1.5M have been awarded to women-owned businesses in Connecticut. If you would like additional information, you can visit their website

Energy Assistance Programs
On Wednesday, January 25th, 2023 from 4:00 PM - 7:00 PM at the East Side Senior Center (268 Putnam St., Bridgeport, CT), representatives from United Illuminating (UI) and Southern Connecticut Gas (SCG) will be available to discuss the energy assistance program that you may qualify for.

I'm committed to making sure that your voice is heard. Please don't hesitate to call me at (860) 240-8585 or send me an email if there's anything I can do for you. Be sure to follow @LeeperForFairfield on Facebook and Instagram to stay up-to-date on everything I'm doing at the Capitol!

Sincerely,

Jennifer Leeper
State Representative
