Tax Credits & $290K in Grants for the Community

Last weekend, I was honored to attend the Paugassett Hook & Ladder Company No. 4 Old Timers & Past Captains Night dinner in Derby to celebrate and recognize the dedicated services firefighters provide to keep our communities safe. I want to offer special recognition to my friend, Alderman Ron Sill, for 50 years of service, as well as Frank Pepe for his 35 years of service to the company. Additional honorees included former Chief Chuck Stankye and all the “Old Timers."
This week I joined State Sen. James Maroney in Orange on Thursday morning for "Coffee & Conversation" where we had some constructive conversations about supports for children and heard concerns surrounding the potential for increased levels of problem gambling stemming from new access to online gambling habits and landlord/tenant agreements. Thank you to everyone who attended!
 
Below I have shared information on new tax credits for qualifying Hamden residents, $290,000 in grants awarded to the community, cold weather safety resources and a reminder on how to stay up-to-date this session:

Real Estate Tax Credits
On Wednesday, the Hamden Assessor's Office began accepting new applications for credits on real estate tax bills for qualifying elderly and/or disabled residents and local veteran residents.

Qualifications:
 
Elderly and Disabled Homeowners Program

  • 65 years of age or over or totally disabled
  • Own and reside in the home
  • Have income of $49,100 or less for a married couple or $40,300 or less for a single person
  • 2022 income tax filing must be provided
    • *If income tax filing is no longer needed for you, please submit the Social Security Award Letter and any other 1099 income statements received*
  • Applications will be accepted through May 15, 2023

State and Local Veterans Exemption Program

  • Served, or be currently serving, on active duty for a minimum of 90 days during a time of war and have filed a notice of honorable discharge or active duty with the Town Clerk
  • Have income of $49,100 or less for a married couple and $40,300 or less for a single person
    • *Unless the veteran has a 100% VA rated disability rating*
  • Taxable income information must be provided
  • Applications will be accepted through September 30, 2023

Applications must be submitted in person in the Assessor’s Office and remember to bring all appropriate income verification documents listed above.

  • The Assessor’s Office is located on the 1st Floor (lower level) of Government Center, 2750 Dixwell Ave, Hamden, and is open from 8:30AM – 12:00PM and 2:00PM – 4:30PM Monday through Friday.

Please Note* Homeowners and veterans currently enrolled in a program and are due to reapply will receive a notice by mail.

CT Humanities Grants

At their December meeting, CT Humanities (CTH) awarded more than $8.5M in operating support grants from the CT Cultural Fund (CCF) - approved in the budget I voted yes on last session - to non-profit museums and cultural, humanities, and arts organizations throughout the state.

These grants included $30,800 in funding to five community organizations:

The funds awarded will help support our local organizations that make our communities more vibrant and our economy stronger, and I am happy to see them recognized.

 
$259,200 in Grants for Woodbridge
Yesterday, Governor Lamont announced that Woodbridge School District is one of 20 school districts across Connecticut are being awarded grants to hire and maintain school mental health workers during the 2023, 2024, and 2025 school years through a $5 million fund.

Woodbridge School District will Receive:

  • $96,000 for Fiscal Year 23
  • $96,000 for Fiscal Year 24
  • $67,200 for Fiscal Year 25
  • $259,200 in Total Grant Awards

Providing sufficient mental health resources to students has been a priority of mine since first taking office. I was proud to help establish the working group that identified 36 high-need sites in the state for strategic expansion of school-based health center services, and am happy to see that data being utilized by the Connecticut State Department of Education to provide vital resources. The School Mental Health Workers Grant is funded by ARPA dollars, and this is the first of three rounds of grants aimed at increasing the number of mental health workers in schools that are being administered by the state.

 
Cold Weather Resources
Extreme cold weather is expected in the coming days across the state. It is important to be mindful that with it brings increased risks to ourselves and our communities.

Temperature related health problems, such as frostbite and hypothermia, can take effect quickly and it is important to understand the symptoms. Keeping warm indoors is critical; if you are struggling with heating costs, or need advice on energy assistance programs, a number of resources are available here.

The Department of Public Heath's cold weather safety guide, and other information relating to winter safety and dealing with cold temperatures can be found here.

In response to the freezing temperatures, the Governor has activated Connecticut's Severe Cold Weather protocol. The protocol went into effect at 12:00 PM on Thursday, February 2 and stays in effect until 12:00 PM on Sunday, February 5. The cold weather protocol aims to ensure that people who may be exposed to the cold weather have access to shelter for this time. Warming centers and shelters will be open across our state. CIF Funding Request
Last Friday I toured the old Hamden middle school grounds in the Newhall neighborhood with Town Officials, delegation members and DECD Commissioner, Alexandra Daum, to discuss projects included in the Town’s proposed Community Investment Fund (CIF) application.

The Town of Hamden is requesting up to $12 million in bonding through CIF to assist in the construction of an Arts and Cultural Center on the grounds of the old middle school, and demolish the old school, which has sat vacant for 20 years.
 
While touring the grounds, I was able to see the reach an Arts and Cultural Center would have on the area, as it would spark creative economic development to the Newhall neighborhood while also serving the dual goals of environmental justice and improving quality of life.

Once complete, Town Officials say numerous art, historic and educational services will be provided to the community.
