This week, the House met on Tuesday, Wednesday, and Thursday to vote on a number of bills as the end of session inches closer. Leadership also continued negotiations on the budget this week to ensure that we are providing residents with historic tax cuts, education funding, and expanded access to social services. Please find highlights below on the bills we passed this week, as well as community highlights and updates:

BOWA District Visited by Sen. Murphy
Amity Regional School District No. 5 students made the BOWA district proud last weekend. Senator Chris Murphy visited Amity to hear feedback on his social media accountability bill and our students were informed, respectful, and so articulate when asking questions or giving feedback.

End Epilepsy Together Walk
I was thrilled to join the Epilepsy Foundation of Connecticut again last weekend in Orange for their ‘End Epilepsy Together’ walk. It is so important to continue to fight for epilepsy awareness education and training in our schools, and for greater funding to study this often invisible condition. Thank you everyone who joined us to honor these fighters and their families.

Lowering Utility Rates
Eversource and United Illuminating (UI), Connecticut's two electric distribution companies (EDCs), have filed new and lower standard service rates for residential customers from July 1 through December 31 with the Connecticut Public Utilities Regulatory Authority (PURA), and the average bills are expected to decrease significantly from current levels. Keep an eye out on your bills!

While dropping electricity rates is positive news, PURA also recently took a significant step toward additional accountability for Eversource and UI by implementing performance-based regulation (PBR) starting in 2024. Connecticut is one of the first states in the country to establish such a system, which was part of the Take Back Our Grid Act we passed in October 2020.

 
May 16 Session Highlights
Putting teeth in municipal blight laws to increase the tools towns have to deal with abandoned, blighted and unsafe properties. HB 6892 will provide these tools to towns.
HB 6775 Expands protections for seniors by increasing the number of mandated reporters for suspected abuse, neglect, exploitation or when a senior needs protective services.
HB 6872 will ensure election officials and presidential electors do their duty as prescribed by law and certify election results.
The House passed HB 6918 to make minor technical revisions to continue moving our nation-leading clean slate policy forward.
 
May 17 Session Highlights
You should have control over your wallet! HB 5314 guarantees that businesses wont charge you without your consent for automatic renewal or continuous services.
Sadly, wrong-way crashes and deaths have been on the rise in our state. This week, we took action to help reduce incidents and minimize fatalities by passing HB 6746.
Food allergies can be life-threatening. HB 5902 establishes standards that restaurants must follow to ensure customers alert staff about their allergies. The bill will also require informational posters to be displayed in restaurants to ensure increased safety and awareness.
Protecting our children is the most important part of youth athletic competition. HB 6561 creates a task force that will study safety measures for all sports.
 
Connecticut has a rich history of remarkable stories. HB 6077 establishes a process to add additional statues outside the Capitol that reflect the diversity, character, and accomplishments of the state.
 
May 18 Session Highlights
Families who are tasked with taking care of loved ones need a lifeline. HB 6677 will require the Department of Social Services to develop a plan that will increase the number of residents eligible to receive adult day services.
 
The House just approved HB 6898, which requires the Attorney General’s Office to submit a report on the settlement agreement with Juul Labs. In April, Juul Labs agreed to a $462 million settlement between six states, including Connecticut, for their role in marketing addictive nicotine products to teens.
Health care providers shouldn’t face out-of-state repercussions for doing what’s legal in Connecticut. HB 6820 protects Connecticut providers performing safe and legal reproductive health care services to those who need it.

Hamden Veteran Named Grand Marshal of Parade
The Hamden Memorial Day Parade is just over a week away! In honor of all the sacrifices made by our veterans, the Hamden Veterans Commission has once again selected a local veteran to be the Grand Marshal of the parade who has exhibited ongoing dedication and support of veterans in our community.

Hamden’s Memorial Day Parade Military Grand Marshal is Tyrone Mitchell, retired Captain of the US Air Force, Armament/Nuclear Munitions Specialist. He served on Hamden’s Veterans Commission for nine years while contributing to many other efforts advocating for veterans in Hamden and statewide.

Hamden resident Daniel Sparks was selected as this year’s Civilian Grand Marshal. Dan is President and Co-Founder of Honor Flight CT. This organization honors veterans of foreign wars by flying them to Washington, D.C. to visit national memorials. Although never having served in the armed forces, Dan has a passion for those who have.

I want to offer a congratulations and thank you to Mr. Mitchell for his dedicated and continued service in our community. I also want to thank and congratulate Mr. Sparks for his commitment to honoring our veterans.
