Rep. Comey and Rep. Allie-Brennan Applaud Passage of Senate Bill 994

June 5, 2023

Representatives Robin Comey (D- Branford) and Raghib Allie-Brennan (D- Bethel, Danbury) applauded the passage of S.B. 994 on Thursday in the House, which expands the number of languages offered and ensures the quality of translations, for a drivers' license exam. This is especially important for refugees and immigrants in our state.

Representative Comey and Representative Allie-Brennan worked with Nepali constituents, the refugee resettlement community, and advocates from Integrated Refugee and Immigrant Services (IRIS) and Danbury Area Refugee Assistance (DARA) to advance a provision of the bill that will require the knowledge test for a class D drivers’ license to be offered in at least an additional 26 languages. The Department of Motor Vehicles (DMV) commissioner will consult with specified groups that are responsive to the state's emerging immigrant and refugee populations to determine which languages will be included.

"I want to acknowledge the Nepali constituents in the Branford community who were essential in getting S.B. 994 passed. In particular, I want to thank Ram Shrestha, for his tireless advocacy and input," said Rep. Comey. "This bill helps make getting a driver's license easier for non-English speakers, which is crucial to establishing financial security in our state. I'm proud to have contributed to this legislation which improves our society's inclusivity."

"By expanding the number of languages offered and ensuring the quality of translations for the drivers' license exam, we are removing barriers and promoting equity. This is not only the right thing to do but will also benefit our communities by allowing more people to obtain a driver's license, which can lead to job opportunities and economic stability," said Rep. Allie-Brennan. "As a volunteer for DARA, I have seen firsthand how our refugee families contribute to the vitality of Connecticut’s communities while they build new lives here in the United States. I want to express my sincerest thanks to my constituent Barbara Davis for her unwavering commitment to this cause. Barbara's determination was critical in the passage of S.B. 994."

“This bill shows Connecticut and its lawmakers at their best. These changes are practical and safe ways to make our workforce more self-sufficient.  Immigrants come to this country to work.  Transportation is a critical need. Offering the learner's permit test in the languages of our newest residents gives them opportunities to get a driver's license," said Chris George, Executive Director of IRIS. "We want to thank Rep. Robin Comey, the DMV staff, and the many people of Connecticut who support our great tradition of welcoming immigrants.”
