This is a long introduction, but -- I promise -- is worth the read.

The General Law Committee, of which I am a member, overwhelmingly passed HB 5127, An Act Concerning Medical Credit Cards, a consumer protection bill to ensure Connecticut patients are not pushed into high-interest credit products while seeking medical care.

This is a big step in curbing the use of medical credit cards, which are third-party financing products marketed specifically for health care expenses.

They are often presented as “no interest” options, but many carry interest rates exceeding 30% and include deferred-interest terms that can add substantial costs if the balance is not paid off within a promotional period. In many cases, interest accrues from the date of purchase and is applied retroactively to the full amount if even a small balance remains.

According to a study by the Consumer Financial Protection Bureau, patients who were assessed deferred interest paid, on average, 23% more than the original purchase price. Nearly 40% of subprime cardholders did not pay off their balances before the promotional period ended. There are approximately 66,000 deferred-interest medical credit card accounts in Connecticut.

Patients have reported that they did not fully understand they were opening a credit card account. Some believed they were signing up for a provider payment plan. Others were offered these products while in waiting rooms, exam rooms, or even while under stress or medication. Once a medical credit card is used, patients may lose the opportunity to negotiate a lower bill or enroll in a provider’s standard payment plan that may offer better protections under state law.

HB 5127 is narrowly tailored to address these concerns. The bill does not regulate banks, interest rates, insurance benefits, or clinical care. Instead, it focuses on how medical credit cards are marketed and processed within health care settings, particularly when patients may be vulnerable.

The bill would:

  • Prohibit providers from marketing or promoting medical credit cards in patient care areas such as waiting rooms and exam rooms.

  • Ban financial incentives or kickbacks to providers for enrolling patients in these credit products.

  • Prevent providers and staff from completing or assisting with credit card applications on behalf of patients.

  • Prohibit charging a medical credit card before services are provided.

  • Protect Medicaid and Medicare patients by prohibiting the use of medical credit cards for covered services, and require clear disclosure to privately insured patients that credit is not required to receive care.

  • Require written disclosures explaining deferred-interest risks when information is provided outside of care settings.

  • Ensure patients affirmatively agree to ancillary products and can return unused items for a refund.

Violations would be enforceable under the Connecticut Unfair Trade Practices Act (CUTPA), using Connecticut’s existing consumer protection framework.

This legislation is about drawing a clear line between medical care and financial products. Patients should be focused on their health — not navigating complex credit agreements in moments of stress or vulnerability. My goal is to promote transparency, prevent coercion, and ensure Connecticut families are protected from unnecessary medical debt.

A huge shout out to my colleague, Rep. Gary Turco, for introducing this legislation, which passed out of committee by an 18-2 vote. The next step is for the House and Senate to possibly take it up and debate it before full votes in both chambers.

 

A Stroll Down Main Street

Warmer days make downtown Danbury even better. Mayor Roberto Alves and I took a walk down Main Street to check in on downtown revitalization efforts and see what work still needs to be done after a tough winter.

Along the way we stopped into Mothership for lunch, always great food and friendly faces, checked in on the progress of the new Ives Bank headquarters, designed to echo the former Feinson’s building that once stood on the site, and welcomed one of our newest businesses, Cadu Cakes and Lanches.

Even better, we met a new entrepreneur preparing to open his insurance agency right on Main Street. And we also got to see so many community members along the way.

More businesses. More energy. More momentum for our city.
 

Shape the Future of the Arts in Danbury

I’m proud to be part of a group working through a state grant to study the feasibility of creating a Danbury Arts Hub, an exciting opportunity to strengthen our arts community while boosting downtown activity and local economic vitality.

As part of this effort, we’re asking for input from people who would realistically use the space as part of their work or business. That includes artists, arts and cultural organizations, creative entrepreneurs, nonprofit leaders, and retail or small business owners connected to downtown Danbury.

Honoring 100 Years of Black Excellence

Recently, the beloved former Shelter Rock Elementary principal Ms. Julia Horne, whom I’m proud to represent in the 109th District, reached out about a special event honoring 100 Years of Black Excellence at the Danbury Museum & Historical Society’s Huntington Hall. The celebration, co-sponsored with the Greater Danbury Branch of the NAACP, was to mark a century of Black history commemorations in our community. Unfortunately, several winter storms forced the event to be postponed.

Ms. Horne asked if I would issue an official State Citation recognizing this historic milestone, and I was honored to do so.

I’m looking forward to celebrating with Ms. Horne and the entire community when we gather next year to mark 101 years of Black history commemorations in Danbury.

Spice City and Unified Sports

Great seeing the students from Broadview Middle School and the Unified Sports program recognized at the Spice City FC game. Programs like this bring kids of all abilities together through teamwork, friendship, and the love of sports.

The energy in the arena was incredible, and it was great to cheer them on. Proud to see these young students celebrated in front of such a great crowd!

Honoring Irish Heritage

New Pastor at New Hope Baptist Church

Great Dinner in the 109th

Great dinner at the Atlantic Restaurant right here in the 109th. While we certainly miss the Abrantes family, the food is still fantastic. The newly refreshed space by the new ownership feels warm and welcoming, and the kitchen is still delivering.
Shrimp in sauce with round potatoes and Polvo à Lagareiro (Octopus), absolutely delicious. And of course, Creme Brûlée, chocolate mousse, and a small glass of 20-year port rounded out the night well.

If you’re looking for great Portuguese food, this spot continues to deliver. Great to see friends from all over our community.
 

Little Kicks at SoccerStrong

Spent a bit of time today with Coach Kevin Malta and his SoccerStrong classes. Appreciate the invite to see these young players in action.

Started by Danbury native Kevin Malta, Soccer Strong gives kids a fun introduction to the game while building coordination, confidence, and teamwork.
