Public Hearing Update: Fighting for Insurance Reform in Connecticut

March 6, 2025

Dear Neighbors,
Last week, we held a public hearing on HB 7040, the bill I introduced to tackle unfair insurance denials and ensure access to life-saving medical treatments. While I had originally pushed for immediate legislative action, the bill was converted into a study to examine health carrier coverage guidelines, utilization review practices, and mandated coverage for critical treatments.

The Connecticut Hospital Association (CHA) testified in strong support of reform, emphasizing that we don’t need another study to prove what we already know—restrictive insurance practices, like delays, denials, and excessive prior authorization, are keeping patients from getting the care they need. CHA urged lawmakers to focus on implementing real solutions now.

I completely agree. This study must be a stepping stone to real, enforceable change next session. Other states are already taking action, and Connecticut should be leading the way, not waiting on another report. I will continue to push for stronger oversight, coverage transparency, and time limits on utilization review to ensure that insurance companies put patients over profits.

Here is a link to Daniel Pearson’s testimony, sharing his personal fight against an insurance denial for life-saving heart surgery, as well as the Connecticut Hospital Association’s testimony calling for action.

Next Steps: The next step will be a vote to send our bill to the floor of the House for a full vote.

Thank you to everyone who has supported this effort, including Daniel Pearson, whose fight inspired this bill. This is just the beginning—I won’t stop fighting until we pass meaningful reform.

Sincerely,

Raghib Allie-Brennan
State Representative
