A Message About My Retirement from the State House

March 30, 2026

I would like to let you know that I will retire from the Connecticut House of Representatives at the conclusion of my third term. I made the announcement earlier this month in front of the Milford Democratic Town Committee at City Hall.

Serving Devon and the West Shore of Milford as your state representative is the highest honor to which I could aspire. As a lifelong resident of this idyllic beach community, I feel incredibly fortunate to represent the friends, neighbors, and families who make this area so special.

It is a privilege to give back to the place that shaped me, and I will always be grateful for the trust you placed in me to serve our community.

From taking the oath of office outdoors in the winter cold, socially distanced and masked during the height of the COVID-19 pandemic, to leading a task force to strengthen civics education and engagement, this journey has been more meaningful than I ever could have imagined.

During my time in office, I built a record focused on community engagement, infrastructure improvements, and environmental stewardship. I have been a legislative champion for civics education and engagement as well as a leader and introducer of power wheelchair repair reform, creating a task force assuring reasonable repair times and access for users requiring those essential services.
Last spring, I led the upgrade and repair of Connecticut State Route 737 (“East Broadway-Silver Sands”), including resurfacing, signage, and drainage improvements. I also secured funding for the elevation of flood-prone Milford Point Road along the Housatonic River with construction of an adjoining and scenic pedestrian bridge and walkway.

Additionally, I oversaw conveyance of the property at Connecticut Audubon Coastal Center at Milford Point to the Connecticut Department of Energy and Environmental Protection (DEEP) thereby ensuring continued conservation and protection of fish and wildlife in that environmentally sensitive area.

"Frank has been a thoughtful, hardworking colleague and a pleasure to work with," said House Speaker Matt Ritter. "He has consistently brought professionalism, integrity, institutional knowledge, and a collaborative spirit to the Capitol."

“In the years I’ve known Frank and had the pleasure of working with him, I can confidently say that he has honored the trust placed in him by the residents of Milford to represent them in Hartford," said House Majority Leader Jason Rojas. "He has been a dedicated advocate for his community and has served with integrity and commitment. I wish him the very best in his future endeavors and thank him for the tremendous job he has done representing the people of Milford.”

Before my election to the House in 2020, I proudly served as Alderman for the city’s 3rd District for 10 years while simultaneously acting as the board’s Ordinance Committee Chairman.

I will continue to serve through the 2026 legislative session as an Assistant Majority Leader and as a member of the Education, Environment, and Transportation Committees.
