Dear Neighbor,
Passing of Gemma Moran
My condolences to the family, friends, and neighbors for the loss of a legend in our community. Gemma Moran was such a supporter of the people always trying to and helping end hunger. Gemma was a staunch fighter in not only providing food to those in need, but also school supplies, household goods, daily living products, clothing, and toys for our students
.
I pray comfort, peace, and good memories for all those she impacted.
 
Mitchell College Commencement Ceremony
It was great to attend the Mitchell College Commencement Ceremony this week City of New London, Connecticut with State Representative Christine Conley and City Councilor Efrain Dominguez. Big thanks to Dr. Tracy Y. Espy President of Mitchell College and her administration, faculty and staff for all they did to make this a success for students.
Congratulations to the Class of 2023 - You Did It! I had the great opportunity to meet with many of you in class and in group meetings and/or discussion. This is a very proud moment and a day where you now can see the hard work was worth it. I wish and pray the best success to come. Keep your heads up and your efforts strong. God bless.

Baby Bonds Agreement
Today we had a great press conference on CT Baby Bonds. We are providing a mechanism for families who often feel buried under a financial stronghold. I want to thank Treasurer Erick Russell, Governor Lamont, and my legislative colleagues for keeping the dialogue going and finding solutions to ensure CT Baby Bonds are available to invest in Connecticut children.
Under the current law, $3,200 would be placed in a trust on behalf of each baby born into HUSKY, the state’s Medicaid program, starting July 1. Those investments would grow over time and recipients could access that money between the ages of 18-30. State Treasurer Erick Russell’s top priority since taking office has been finding a way to fund the program.
 
Bills That Passed
We passed more important legislation this week. Here's a quick recap:

HB 6892: Putting teeth in municipal blight laws to increase the tools towns have to deal with abandoned, blighted and unsafe properties.

HB 6918: Chambers of Commerce and business leaders cheered when we passed groundbreaking clean slate legislation… yesterday we passed mainly technical issues to get this policy moving forward.

HB 6775: Expands protections for seniors by increasing the number of mandated reporters for suspected abuse, neglect, exploitation or when a senior needs protective services.

HB 6872: Will ensure election officials and presidential electors do their duty as prescribed by law.

HB 5314: Attention consumers! Under HB 5314 businesses will no longer be able to charge your credit card, debit card, or third-party payment account without your consent for automatic renewal or continuous services.

HB 6746: Sadly, wrong-way crashes and deaths have been on the rise in our state. We took action to help reduce incidents and minimize fatalities.

HB 5902:Food allergies can be life-threatening. H.B. 5902 establishes standards that restaurants must follow to ensure customers alert staff about their allergies. The bill will also require informational posters to be displayed in restaurants to ensure increased safety and awareness.

HB 6561:Protecting our children is the most important part of youth athletic competition. HB 6561 creates a task force that will study safety measures for all sports.

HB 6077: Connecticut has a rich history of remarkable stories. HB 6077 establishes a process to add additional statues outside the Capitol that reflect the diversity, character, and accomplishments of the state.

HB 6820: Health care providers shouldn’t face out-of-state repercussions for doing what’s legal in Connecticut. H.B. 6820 protects Connecticut providers performing safe and legal reproductive health care services to those who need it.

HB 6898: The House approved HB 6898, which requires the Attorney General’s Office to submit a report on the settlement agreement with Juul Labs. In April, Juul Labs agreed to a $462 million settlement between six states, including Connecticut, for their role in marketing addictive nicotine products to teens.

HB 6677: Families who are tasked with taking care of loved ones need a lifeline. HB 6677 will require the Department of Social Services to develop a plan that will increase the number of residents eligible to receive adult day services.

 
Veterans Resource Fair
Save-the-Date for the Veterans Resource Fair set to take place Tuesday, May 30 at 10am. The goal of this fair will be to provide legislators, veterans, and staff resources on how the veteran community is currently being serviced.
This will also serve as an opportunity for legislators to interact with veterans and service members directly. Various branches of the armed forces will also provide static displays of different military technologies for attendees to explore.

CAGV Orange Open House
This week I had the great opportunity to participate in Orange Open House at the Capitol.
I was able to talk about the importance of reducing community gun violence with legislators and community members, and we also learned more about the community violence intervention programs and work throughout the State of Connecticut
Thank you to CT Against Gun Violence for the collaboration and opportunity to participate in such a great event. Thank you to COMPASS Youth Collaborative, Bridgeport Youth Lacrosse, Moms Demand Action, CT Swords to Plowshares Northeast, and many other organizations that came out to provide info on gun violence safety, intervention, and work going on to help stop the violence.
 
Moral Budget Rally
This week we stood with AFT, SEIU, AFSCME, and many working people of Connecticut to show our support for a MORAL BUDGET that is fair to those who continue to make Connecticut work. Recognizing they put us where we are, we need to ensure we create equality, livable wage salaries, appropriate free and/or affordable healthcare, staffing levels, education, and better protections.
 
Meeting with the Kid Governor
I had the great opportunity to meet up with Connecticut's Kid Governor Ellie Mendez and her cabinet. They stopped by to see us on the floor of the Connecticut House of Representatives this week. It was so great to chat with them about their priorities and concerns in our communities.
 
Battalion Chief Retirement
I want to give a great BIG thank you and congratulations
on your retirement to one of our community heroes within the City of New London, Connecticut Fire Department. Battalion Chief Jeffery Rheaume.
Battalion Chief Rheaume was hired by the New London Fire Department in 1996, serving the city honorably for 27 years. Battalion Chief Rheaume played in an important role in emergency management for the city of New London as well.
This week they celebrated his last shift honoring Battalion Chief Rheaume’s dedication, service, and true professionalism that he displayed during every tour. A great gentleman that related great with the youth in our community. Your definitely are one of the best. Congratulations.
 
133rd Training Troop Graduation
Big congratulations
to the 133rd Training Troop, which graduated from the CT State Police Training Academy during a ceremony at Central CT State University this week. After 28 weeks of training, all 35 class members have been assigned to troops across the state.
They were welcomed into their new roles by Gov. Lamont, Commissioner Rovella, and Colonel Mellekas. We wish them Godspeed throughout their careers!
 
PEACE Art Reveal
This week I was invited to say a few words along with several great leaders from City of New London, Connecticut and Waterford, CT at the Art Reveal of "PEACE" with artist Sajid Jajja and present a citation from General Assembly Legislators to Sajid. Thank you to Sajid Jajja for the impact you're having in New London, Waterford, and across the state with your amazing artwork.
Thank you also to hosts Susan Connoly and Curtis Goodwin for helping create a scholarship in regards to the "Those People Documentary" created by The Day and Goodwin. The scholarship will be given out from the Arts Magnet School to students.
It was great to see so many of you come out for this great event. Please keep sharing how important the arts culture is to our community.

Congratulations to Marilyn Graham from HOPE Inc for her numerous years of service.
"Those who dedicate themselves to serving their communities are gifts to all of us. New London recently celebrated the gift of service from two outstanding individuals: Anthony Nolan and Marilyn Graham.
Nolan and Graham served the city and region in different ways and both enriched the community. Graham dedicated her career to providing affordable housing to low-income homeowners. Nolan spent more than two decades serving city residents, most notably its young people, as a police officer. Graham is now retiring after 34 years as executive director of HOPE, Inc., while Nolan has retired after more than 23 years as a city police officer. He will continue to serve the city as a state legislator."

Visit from Jerry Fischer
Got a great surprise visit from a great man Jerry Fischer, who was up at the Legislative Office Building this week for the Jewish Federation Association of Connecticut: Advocacy Day. Jerry took time to took time to stop by while in session in the Capitol - it was so good to see his smiling face. Thanks Jerry you brightened up my day. City of New London, Connecticut.

I wanted to take a moment to flag the new FCC Affordability Connectivity Program website: getinternet.gov/apply. The new website does a great job of detailing the eligibility criteria and the application process. If you haven't enrolled, I encourage you to do so!
 
SERVPRO Student Athlete Spotlight of the Week
Big congratulations to City of New London, Connecticut Darielys Arnold the SERVPRO Student Athlete Spotlight of the Week. Darielys is proficient in long jump, high jump, indoor track, and the 100 meter dash. Darielys has attained honor roll every quarter in High School. Thank you for all your hard work Darielys☆
 
Vending Opportunity from New London Arts Council
The Network has generously provided the NLAC a chance to offer local artists spots for vending, free of charge, at an event happening SAT | MAY 20 at the New London Elks.
Barberhood Inc. is an event open to the public, offering food, live performances, and free haircuts to the community! Celebrity barbers from all around the country have flown in just for this event here in New London!

The Connecticut Department of Children and family is looking for adult mentors to help our youth discover their innate artistic talents. If you have artistic skills and would be willing to volunteer your time to share your talent with one of our youths, please attend this informational session!
