Extreme Heat Advisory
An extreme heat is in effect! Please be careful out there.

Time To Own Program
The Time To Own Program has been a huge success here in CT! It has helped support more than 1,300 new homeowners for down payments and other expenses during.
* Even better news? An additional infusion of $20 million is being allocated which will be first used to tackle the more than 500 potential homeowners on the waiting list.

New Laws Taking Effect
A number of new laws that my colleagues and I worked on during the 2023 legislative session to implement meaningful change in our state took effect last week. Here's a quick breakdown:
⚖️ Early Voting
Voters will now have 14 days of early voting for general elections, 7 days of early voting for most primaries, and 4 days of early voting for special elections and presidential preference primaries.
⚖️ Voting Rights Act
This new law prohibits intimidation, deception, or obstruction related to voting and allows aggrieved parties to seek remedies in court.
⚖️ Debt-Free Community College Eligibility Changes
This law extends eligibility for the state’s debt-free community college program to returning students by removing requirements that a qualifying student must be a first-time enrollee at a community-technical college and awards must be applied during a student’s first 48 consecutive months, thus allowing returning students to receive the award if they meet all other eligibility requirements.
⚖️ Baby Bonds
Under the law, $3,200 would be placed in a trust on behalf of each baby born into HUSKY, the state’s Medicaid program, starting July 1. Those investments would grow over time and recipients could access that money between the ages of 18-30.
⚖️ Endometriosis Data and Biorepository Program
This law requires UConn Health Center to develop an endometriosis data and biorepository program to enable and promote research on early detection and ways to manage the condition in adolescents and adults.
⚖️ Menstrual Products
Certain public agencies will start providing free menstrual products including public colleges and universities, homeless and domestic violence shelters that receive state aid.

Grant for Police, Fire Radio Upgrades
City of New London, Connecticut ― Emergency responders were joined Thursday by local, state and federal leaders to celebrate the city receiving $2.2 million in federal funding to replace more than 200 police and fire department radios and several pieces of dispatch equipment.
The grant, approved in December through the 2023 Consolidated Appropriations Act, will cover the cost of 156 new portable radios ― 85 for police and 71 for the fire department ― as well as 45 upgraded police cruiser radios and 20 more for fire vehicles.
The reimbursable funding also covers the cost of communications upgrades at the primary dispatch center inside the police department and those at three fire stations.

39th District Tour
I had the great fun of having members of the Southeastern Connecticut Legislative Delegation visit the 39th District. We traveled the halls of the U.S. Coast Guard Academy with our recently appointed Superintendent RADM Johnston, and Staff Provost Donahue, CAPT Hammond, CDR Pecora, MKCS Kravchuck.
We were able to recieve updates, see and hear how many aspects of how the U.S Coast Guard Academy prepares future officers, works with Engineering, Technology and also visited Waesche Hall, talked of the implementation of Library plans, visited Chase Hall and observed Cadet Barracks improvements. We had a great time.
 
SailFest Weekend
Southeastern Connecticut’s premiere summertime event, Sailfest New London is happening THIS Saturday and Sunday!
There will be amusement rides, multiple music stages featuring live entertainment, ships, and over 200 vendors lining the streets! The fireworks extravaganza will be tomorrow night at 9 PM. For a complete event schedule visit https://sailfest.org/event-schedule/.
 
New London Police Hires
Great to see City of New London, Connecticut continuing their hiring process! Congratulations to our two newest members of the department! Police Officer candidates Austin Dixon and Nicholas Alvarado. They were sworn in this week at City Hall
Police Officer candidate Austin Dixon is a graduate of UMass Amherst with a degree in Economics from the College of Social and Behavioral Sciences. Dixon also proudly serves in the Marine Corps Reserves.
Police Officer candidate Nicholas Alvarado has served the City of New London as a New London Public Safety Dispatcher before making the transition to a Police Officer candidate. Alvarado has an associate’s degree from Mitchell College.
Both candidates will start their training this month at the Connecticut Police Academy, Congratulations!
 
JWU School of Education Student Spotlight
Big congratulations to Professor Kevin Booker being the first JWU School of Education Student Spotlight – Kevin Booker, Jr. Part of the Educational Leadership Program with a focus on Higher Education, Kevin says this program has given him a different perspective on education and leadership.
Kevin is one of many City of New London, Connecticut resident that go above and beyond the call for communities throughout New England. Thank you Kevin. Keep making us proud.
 
Connecticut Youth Employment & Training Program
This week I had the great opportunity to congratulate and share some words with youth that will be participating in the Connecticut Youth Employment & Training Program at the Elks Club City of New London, Connecticut. New London Recreation Department New London Youth Affairs had Approximately 150 Youth show up for Application, Resume, and other prep for employment. Big thanks to NLYA staff for helping New London and Surronding Youth succeed. Big Shout to the Elks for helping make this possible.
 
Celebrating Postal Workers
Did you know that in the United States, postal workers walk an average of four to eight miles a day, delivering letters and packages to our doorsteps?
Thus week we celebrate postal workers and the hard work they put in to ensure our mail and deliveries get to us safely, smoothly and on time! 
 
Community BBQ
Friends & Neighbors City of New London, Connecticut Salvation Army Boys & Girls Club is holding a Community BBQ on July 20th from 5-7pm. Bring the kids to have fun, eat and enjoy games. Free for all.
 
Community Level Up Basketball
A share for the youth:
Community Level Up Summer 3v3 Basketball is back! This year we plan to have our 7-10 yr olds play at Huntington Street Baptist Church. The Boys will play Mondays starting July 17th with a player skill evaluation from 6pm-7pm. You can register and find more information at:

City of New London, Connecticut Keep a lookout...Cooking classes have been added online for the summer! Don't miss your chance to sign up! Register at www.newlondonrec.com - classes begin as early as this week. Chef Jr. Kids Cooking classes start at 5 years old and go up through teens (different times by age). Adult 1 day classes available.
