Maternal, Infant Health, and Environment Bills Signed Into Law

We are celebrating legislative victories that will benefit all residents of Connecticut. Throughout the month, the governor has held ceremonial bill signings for legislation that has become law, including a couple pertaining to maternal and infant health as well as the environment. I'll break down how these actions will change the lives of mothers, fathers, children, and many others.

We also passed legislation supporting the families of first responders who died in the line of duty. Please read below to learn more!

Maternal & Infant Health Laws Signed Into Law
It was an honor to stand with health experts, advocates, and Governor Lamont as he signed two maternal and infant health care bills into law. When mothers are supported, families and communities benefit. These critical pieces of legislation will support new mothers, babies, and fathers as they embark on a new chapter of the lives. 

House Bill 7102 (Public Act 25-38):

  • Develops a strategy to increase birth centers and birthing hospitals in underserved regions of the state with a high percentage of Medicaid recipients
  • Increases Medicaid reimbursement for doulas
  • Expands the role of fathers in supporting maternal and infant health

House Bill 7214 (Public Act 25-7): 

  • Establishes a task force to study perinatal health care, which will provide a report card for birth centers and hospitals providing maternity care
  • Requires the Commissioner of Public Health to convene an advisory committee to study the pros and cons of doula-friendly practices in hospital and make related legislative recommendations
We are continuing to lead the way in advancing health equity to make sure every parent, every family, and every baby can thrive here. By investing in the earliest stages of life, we not only safeguard the physical and emotional well-being of families, but we also strengthen our communities and build a more equitable, prosperous society.
 

Environment Bill Signed Into Law

The governor also took action to protect Connecticut's environment by signing major climate legislation into law. These two key bills address climate change and environmental protection.

House Bill 5004 (Public Act 25-125): 

  • Establishes a net-zero greenhouse gas emissions target for Connecticut by 2050, with a new interim target for 2040
  • Includes incentives for solar canopies and energy-efficient heating and cooling systems
  • Supports the growth of the green economy through workforce development and sustainable business incentives
  • Requires studies on heat pumps, solar canopies, nature-based solutions, and renter access to state energy efficiency plans
Department of Energy & Environmental Protection Commissioner Katie Dykes

Senate Bill 9 (Public Act 25-33):

  • Strengthens state and local planning for flood and other climate-related emergencies
  • Focuses on making infrastructure like bridges and roads better able to withstand severe weather
  • Requires insurance companies to inform homeowners about flood coverage and provides resources for communities to invest in climate resilience planning and project development
  • Includes tougher restrictions on certain rodent poisons and neonicotinoid pesticides

These bills are seen as significant steps toward addressing climate change and protecting Connecticut's environment, particularly in light of actions by the federal government that environmentalists believe hinder climate progress.
