New Laws Effective Today: Property Tax Relief, Safer Roads & More

Dear Neighbors,

As of today, October 1, 2025, several new laws passed during this year’s legislative session officially take effect. I want to highlight key changes that affect your taxes, safety on our roads, protections for children, and Connecticut’s energy future.

Property Tax Relief:

  • Lower delinquent interest: If property taxes are assigned to a third party, the interest rate is now capped at 12% (down from 18%).
  • Homeowner exemptions: Municipalities may now offer exemptions of 5%–35% of assessed value for your primary residence.
  • Vehicle tax reform: Car taxes will now be based on a vehicle’s MSRP and a standardized depreciation schedule rather than market fluctuations.

Safer Roads: Helmets and E-bikes

  • Motorcyclists under 21: Now required to wear helmets (raised from 18).
  • Children 18 & under: Must wear helmets on bikes, scooters, skateboards
  • E-bikes without pedals over 750 watts (25–28 mph) now require a valid driver’s license.
  • E-bikes over 3,500 watts (35+ mph) will require registration and insurance like motorcycles.

Protecting Children:

  • Children under 14 cannot be handcuffed, except in clear threat or risk-of-violence situations.
  • This change is meant to reduce trauma while maintaining safety in necessary cases.

Clean Energy & Climate Action:

  • HB 5004 – Green Economy Act creates a Clean Economy Council to guide the transition from fossil fuels to renewable energy, strengthens our net-zero by 2050 goals, and embeds equity in climate planning. 
  • Efficiency, heat pump support, and incentives: The law expands energy efficiency programs, supports heat pump installations for homes and schools, and updates standards for appliances and water fixtures. 
  • Renewables property tax exemption: Beginning 2025, property used for Class I renewable energy (solar, wind) is exempt from property taxation.  

These new laws reflect our commitment to fairness, safety, and a sustainable future in Connecticut.
