Rollin' with Rep. Nolan - HB 6126 to Increase Affordable Housing
On this week's Rollin' with Rep. Nolan, I'm talking about one of my proposed bills: HB 6126 - An Act Establishing a Civil Penalty for a Municipality's Failure to Meet the Threshold for the Affordable Housing Appeals Procedure.
We have a law on the books that communities must meet a 10% threshold for affordable housing, and yet some have failed to or even refused to meet this threshold.
This bill enacts a civil penalty for not adhering to this threshold, ensuring we do our part to build enough affordable housing for all residents who need it. I hope you'll take a look at the video below. |

Black and Puerto Rican Caucus to Host Hybrid Public Hearing On Monday
The Connecticut Black and Puerto Rican Caucus (BPRC) will host a public hearing on Monday, March 3, at 4:30 p.m. via Zoom and at the Legislative Office Building Room 1E to allow constituents an opportunity to discuss and offer ways in which policy can enhance their communities.

American Heart Month
This week, I joined my colleagues in recognizing American Heart Month and emphasizing the importance of heart health and preventive care. Heart disease remains the leading cause of death for many, and the best way to combat it is through early discussions and screenings. We also highlighted key legislation from last year, including Senate Bill 1, which mandates insurance coverage for calcium score CT scans to aid in early detection of heart disease. A special thank you to State Representative Tammy Exum for courageously sharing her personal loss and transforming her pain into a powerful mission for change. |

Visit from New London Firefighters
Glad to have so many advocates from the City of New London, Connecticut come up to the Legislative Office Building. Big thank you to NLFD - New London Firefighters, IAFF Local 1522 fighting also the good fight to make sure the proposed budget continues to cover services for New London and throughout Connecticut.

Surprise Visit by New London Youth and Leadership
I had a great surprise by youth and leadership from the City of New London, Connecticut I was so happy to see them come to the Legislative Office Building to talk about legislation they are concerned about when it comes to books in Schools, mental health, and health of our children. Fact vs. Fiction Webinar
Thank you to the Tow Youth Justice Institute and our Community Expertise Work Group for an outstanding Fact vs. Fiction webinar, held in collaboration with the Juvenile Justice Policy and Oversight Committee (JJPOC). This month, our youth leaders took the lead in running the JJPOC meeting, giving adults the chance to truly listen and learn. Their insights on challenges, opportunities, and solutions will help shape upcoming legislation, ensuring policies are informed by those directly impacted. Thank you everyone for your presence and advocacy.

Advocating for CYEP Funding
I am so thankful to the City of New London, Connecticut youth and young adults that came to the legislative office building to stand up for a critical CYEP funding item that is listed to be cut in the Governor's budget. This issue directly impacts the summer youth employment in our community and throughout the State. It is always great to see the youth come out and speak and advocate for not only their peers but the community. Thanks again. We will fight hard to make this change. |

Establishing a Center of Excellence for Neuromodulation Treatments
This week while going back and forth between meetings I had the opportunity to participate in a discussion with the Veteran Disability Task force in regards to H.B. 5339 AA ESTABLISHING A CENTER OF EXCELLENCE FOR NEUROMODULATION TREATMENTS FOR VETERANS AT THE UNIVERSITY OF CONNECTICUT IN COLLABORATION WITH HARTFORD HEALTHCARE PHYSICAL MEDICINE AND REHABILITATION.
I strongly support HB 5339, which would establish a Center of Excellence for Neuromodulation Treatments for Veterans at UConn in collaboration with Hartford HealthCare. Chronic pain and PTSD impact far too many veterans, often leaving them without effective treatment options. Neuromodulation offers innovative, life-changing solutions that can provide relief where traditional methods fall short.
By investing in cutting-edge research and specialized care, Connecticut can lead the way in supporting our veterans, improving their quality of life, and addressing the long-term effects of service-related injuries. This is about honoring our commitment to those who have sacrificed for our country—and ensuring they get the care they deserve. I urge my colleagues and the public to support HB 5339 and make this critical investment in veterans' health.

Meeting with Michelle Duhart
Big thanks to Michelle Duhart, a young adult from New London who is participating in the DCF funded Transitional Services for Emerging Adults (TSEA) which provides support for young adults transitioning out of the foster care system. Thank you to Nicole Lemoine, CHR TSEA support staff for sharing this program has demonstrated strong outcomes in housing stability, educational and vocational achievement, and avoiding legal involvement.
TSEA services 2/3 of the state with a $1M line item in the DCF Budget, with another $500 the program could be expanded to offer support to all young adults in our state.

Connecticut's Involvement in the Underground Railroad
Did you know that Connecticut played a key role in the Underground Railroad?
The “Underground Railroad” section of the Connecticut Freedom Trail highlights the network of safe houses, abolitionist homes, and key locations where individuals and communities worked to secure liberty for the enslaved. This includes gathering places for Colored Conventions, where African American leaders strategized and organized efforts to combat slavery and advocate for civil rights.
