Memorial Day
Monday is Memorial Day - a day of remembering and honoring those who made the ultimate sacrifice for our freedom. I hope you'll take the opportunity this long weekend to reflect on the bravery of those who gave their lives so we can live and prosper in our great nation, and to spend time connecting with your loved ones.

It is also worth reminding yourself to live a life that is meaningful and worthy of the sacrifices so many have made.

I hope you and your friends and family have a safe and meaningful Memorial Day.
 

Medicaid Funding, Workers' Compensation Legislation

This week, the House worked quickly and effectively to strengthen health coverage for nearly one million elderly, disabled, and low-income children. The vote to secure $284 million in allocations for the current state budget will ensure Connecticut’s federally supported Medicaid health insurance program runs through the end of the fiscal year.

On Monday, the Governor made a Declaration of the Existence of Extraordinary Circumstances. This declaration allowed us to work around our spending restrictions, but it does not impact or expand the spending cap for future fiscal years reassuring those concerned about long-term fiscal discipline.

HB 6863 also includes a provision to help mitigate the financial effect following a Supreme Court ruling that would have impacted businesses. Employers had been bracing for a staggering 265% increase in workers’ compensation claims. This measure had become a top legislative priority for employers and municipal leaders across the state, who warned that inaction would have had far-reaching economic consequences.

Together, the emergency Medicaid funding and the workers’ compensation modification highlight our ability to work together in the legislature and to protect essential services for residents while safeguarding the state’s economic strength.

 

Autism and IDD Support
This week, the House passed legislation that will foster a more inclusive and responsive system that better meets the needs of individuals with autism and intellectual disabilities.

This bill:

  • Tracks delays & gaps in critical services
  • Requires public reporting on abuse & neglect cases
  • Reviews DDS investigation policies every 5 years
  • Launches statewide autism needs assessment
  • Studies future of Southbury Training School
  • Proposes urgent help for complex autism cases
 

Coast Guard Graduation
Congratulations to the U.S. Coast Guard Academy Class of 2025!
Though I was unable to attend the ceremony due to my responsibilities as a State Representative, I want to express how proud I am of each and every one of you. Today marks the beginning of a new chapter as you take on the honor and responsibility of serving our nation as Ensigns. Your dedication, discipline, and perseverance have brought you to this proud moment, and I have no doubt you will lead with courage and excellence.
 

Connecticut College Graduation
Congratulations to the graduating class of Connecticut College! This week we celebrate your hard work, resilience, and the bright future you are stepping into. Your time at Conn College has not only prepared you academically, but also shaped you into compassionate, thoughtful leaders ready to make a difference in the world. Unfortunately, due to legislative responsibilities, I could not be there in person—but please know I am celebrating with you in spirit. Your community is proud of you and cheering you on every step of the way.
 

Nautilus Dock Ribbon Cutting Ceremony
Though I couldn’t be there in person, I want to extend my heartfelt congratulations to the Town of Groton, the CAPT Kenneth M. Curtin Jr - U.S. Navy, the Thames River Heritage Park, the Submarine Force Library & Museum Association, and all the dedicated partners who brought the new Nautilus Dock to life.

This is a proud moment for our region, enhancing access to our rich naval and maritime history. The Navy’s support in licensing the dock for the 2025 Harbor Tours and Cruises ensures that more people will connect with the story of the Thames River in a meaningful way. Thank you for your commitment to preserving and sharing this important heritage. Well done!
 

Haitian Flag Day
It was a great day in the City of New London as we raised the Haitian Flag in celebration of Haitian Flag Day.

This was more than just a ceremony — it was a powerful moment to honor the rich culture, history, and contributions of the Haitian community in our city. New London’s diversity is one of our greatest strengths, and we stood in unity, recognizing the beauty and pride of Haitian heritage.

Thank you to everyone who made this celebration meaningful and vibrant!
 

Medical Debt Relief
Medical debt relief is coming to more than 100,000 Connecticut residents!

I’m proud to share that the second round of medical debt relief is on the way  — funded by the American Rescue Plan Act (ARPA) and made possible through our partnership with the nonprofit Undue Medical Debt.

What to expect:

Keep an eye out for an official letter from Undue Medical Debt. THIS IS NOT JUNK MAIL! There is no application process, no catch, just relief.

Who qualifies?

  • Individuals earning up to 400% of the federal poverty level
  • Those whose medical debt equals 5% or more of annual income

This initiative reflects our ongoing commitment to health equity, financial relief, and a more compassionate healthcare system for all Connecticut residents. You can view a sample of what this letter looks like at https://shorturl.at/6XUQs.

 

EMS Week
In Connecticut, we have:

  • 20,000+ certified EMS personnel
  • 450,000 emergency calls annually
  • 75 volunteer ambulance services providing EMS support
  • 58 volunteer fire departments providing EMS support
  • 24/7 dedication to our communities

Join me this EMS Week in honoring the dedication, courage, and lifesaving care of Connecticut’s EMS professionals. Thank you to every EMT, paramedic, dispatcher, and first responder who make the difference between life and death.

 

New London Community Center
The New London Community Center is a transformative investment in our city’s future—one that I hope provides our youth with opportunities, resources, and support so needed. This space will be more than just a building; it will be a hub for recreation, educational opportunities, creativity, leadership, and connection. I hope to see after-school programs, career readiness, mentorship, and wellness activities, this is a great opportunity to uplift and empower our next generation. A heartfelt thank you to everyone who had a hand in making this vision a reality—it truly takes a great team to turn bold dreams into lasting impact.
 

NJROTC Recognition
For the second consecutive year, New London Multi-Magnet High School’s Navy Junior Reserve Officer Training Corp (NJROTC) was recognized as among the top units in the Northeast with the receipt of the Distinguished Unit 2025 award. 
 
New London’s unit was also chosen to host the Area One Drone Competition; organize and execute Basic Leadership Training; and mentor other NJROTC programs in Connecticut. 
 
Led by Carl Matteucci, Retired Lieutenant Commander and Senior Naval Science Instructor, the 142 cadets were acknowledged for their dedication to the program, service to the community, leadership in school and across Connecticut.
