Appropriations Committee Meeting
This week the Appropriations Committee will held another joint public hearing with the Energy/Technology and Human Committees. We voted on and passed the FFY 25 Low Income Home Energy Assistance Program (LIHEAP) Allocation Plan. I am glad to see this voted out of Committee's.
(LIHEAP) Allocation Plan outlines the distribution of federal funds to assist low-income households with their home energy bills. The plan provides for heating assistance, crisis assistance, and weatherization services to eligible residents, ensuring they can maintain safe indoor temperatures during the winter. Funding is allocated based on income levels, household size, and energy needs, with priority given to vulnerable populations such as the elderly, disabled, and families with young children. The program aims to alleviate energy burdens and prevent energy-related crises in low-income households across the state.
In New London, Connecticut, the Community Action Agency responsible for administering programs like LIHEAP is Thames Valley Council for Community Action (TVCCA). TVCCA plays a vital role in providing support to low-income households by helping them access a range of services, including energy assistance, early childhood education, nutrition programs, and more.

Rollin' with Rep. Nolan - New London Homeless Hospitality Center
On this week's Rollin' with Rep. Nolan, I was joined by Cathy Zall, executive director, Errol Maurice, housing counseling agency coordinator, and Benita Christian, receptionist, from the New London Homeless Hospitality Center. We were also joined by Candace Smith and Christina, who utilized the services provided by the New London Homeless Hospitality Center.
Beyond housing people and helping find temporary housing, the New London Homeless Hospitality Center collaborates with other services in our community to uplift residents. Every situation is different, and the New London Homeless Hospitality Center's goal is to empower each visitor. To reach out to the New London Homeless Hospitality Center, call 211 or 860-580-6800 to get connected. Thank you so much to Cathy, Errol, and Benita for joining the show and telling us about this amazing community organization, and thank you to Candace and Christina for their bravery and vulnerability in sharing their stories with us.
