| $500 Million Emergency Fund Update |
|
|
|
Over the last few weeks, Governor Lamont has begun establishing a plan to use the bipartisan $500 million emergency response fund passed by the legislature during November's special session. The almost $170 million proposal will provide critical assistance to Connecticut residents in need and impacted by the federal budget cuts. The plan includes funding to help lower health insurance costs, expand access to food assistance, and assist some of the state's most vulnerable residents.
The proposal includes:
- $115 million to offset cuts to health care subsidies and tax credits
- $24.5 million to support community food banks and pantries
- $4.7 million for 2-1-1 to support additional call volume and Community Action Agencies to support community outreach and assistance for SNAP

| New Laws Effective January 1st |
|
|
As we welcome a new year, several laws passed in the 2025 legislative session will take effect on January 1, 2026.
These new measures address key issues impacting our state and its residents. We took a major step forward in advancing policies that support new, diverse housing options across Connecticut. We passed legislation to improve reporting requirements to better track higher education enrollment, post-secondary credits, and student opportunities.

| Severe Cold Weather Protocol in Effect |
|
|
With a blast of arctic air expected to blanket Connecticut over the next several days, the state's severe cold weather protocol is in effect from Monday, December 29th, at 6 p.m., through Sunday, January 4th, at noon. Low temperatures over the next few days will dip into the single digits, with wind chills close to zero at times. Anyone in need of shelter or a warming center is urged to visit 211ct.org or call 2-1-1 to find available locations. Transportation can be provided if necessary. Click HERE to learn more. |

| Generation Power CT Emergency Energy Assistance Applications Open January 2nd |

|
The Generation Power CT (GPCT) Emergency Energy Assistance Program will open on Friday, January 2nd, and will run through January 10th! This program provides a one-time grant of up to $500 to help eligible Connecticut households with electric, gas, or fuel expenses. Increasing energy costs are a challenge for many in the state, but through this program, GPCT has helped to provide families across Connecticut with secure access to heat, power, and water. All GPCT energy programs are available to income-eligible households making up to 75% State Median Income (SMI) gross household income. Each income-eligible household that receives a GPCT Energy Assistance Award will receive up to $500 toward a future fuel delivery or toward a past-due utility bill. For the best chance of approval, and to make full use of this once-per-12-months grant, GPCT strongly encourages households to apply for assistance when you are most in need. | Housing Bill (8002) Town Hall in Stamford |

| On Tuesday, January 13th, Senate Majority Leader Bob Duff and House Majority Leader Jason Rojas will participate in a Housing Bill Town Hall hosted by Indivisible Stamford starting at 6:30 p.m. at the Stamford Government Center (888 Washington Blvd) in the 4th Floor Cafeteria. This discussion will focus on the new housing bill HB 8002. All community members are encouraged to attend, participate in a discussion on the housing crisis in Stamford and Connecticut, and ask questions about HB 8002. |

| People Friendly Stamford and Ferguson Library "Fault Lines" Screening and Panel Discussion |

People Friendly Stamford and the Ferguson Library are hosting a screening of "Fault Lines", a groundbreaking new film that explores the intersecting issues of housing affordability, homelessness, and local laws in the San Francisco Bay area. The screening will take place at the Ferguson Library in downtown Stamford on Wednesday, January 21st, at 6pm. Immediately following the film, People Friendly Stamford will moderate a panel to discuss the film and its resonance in Stamford and our region. The panel includes:
- Senator Bob Duff, CT Senate Majority Leader representing the 25th District (Norwalk & Darien)
- Carmen Colon, President & CEO of Pacific House, Inc.
- Richard Freedman, President of Garden Homes Management & Chair of the Stamford Board of Finance

The Stamford Delegation is thrilled to share that the Stamford Public Education Foundation received state funding from the Parent Trust Fund to continue holding the Parent Leadership Training Institute class in 2026.
The Stamford Parent Leadership Training Institute (PLTI), sponsored by the Stamford Public Education Foundation, is looking for parents, grandparents, guardians, or other adults wishing to improve the lives of children, families, and communities to join the free 2026 PLTI initiative beginning this January.
