Investigation underway into former Clay Arsenal landlord

I am proud to join with Attorney General William Tong in announcing an investigation into alleged fraudulent practices by the former landlord of the Clay Arsenal Renaissance Apartments (CARA). Emmanuel Ku is being asked to provide documents related to the management and maintenance of the complex where conditions deteriorated to such a degree that the apartments have become unsafe and unlivable.

Ku purchased CARA in 2011, accepted millions in tax abatements over the years, then sold the properties in 2018 at a huge profit.

This investigation is another step toward achieving justice for hundreds of residents - many of whom have been forced to move elsewhere - and who's health and well-being were placed at-risk due to deplorable conditions.
