Fact vs. Fiction re Zoning

Last Thursday, the House of Representatives passed HB 6107An Act Concerning the Reorganization of the Zoning Enabling Act and the Promotion of Municipal Compliance. 
 

This piece of legislation reforms zoning in the state. It adds clarity, transparency and consistency to zoning statues, which gives municipalities more guidance in developing and enforcing local zoning regulations.

There has been a lot of discourse around this legislation. I have talked to leaders on both sides of this issue to get a better understanding of how this issue will impact our community.

HB 6107 will not end local control of zoning, nor will it force municipalities to build additional housing.  

The bill helps reorganize the zoning laws so that towns can plan for the future. While guidelines will be implemented, each local municipality will have a final say on any change. The purpose of HB 6107 is to provide Connecticut towns and cities with guidance that will help them develop their own regulations.

A common complaint of Connecticut residents, both young and old, is that housing in the state is becoming too expensive. This piece of legislation allows would help seniors remain in their communities and give young people an opportunity to move back to the town where they grew up by addressing some of the local zoning regulations used to close the doors on these groups of people.

In addition, they require training for local officials.  Planning and Zoning Commissioners make decisions about land use that have long-term consequences. Providing additional tools, education, and clarity to these officials is in everyone's best interest. This is the only provision mandated by the bill, but our local leaders in the Planning and Zoning Department have expressed interest in additional training. 

Ideally, these changes  will not only attract residents to our state, but will persuade those who already live here to stay permanently.
