Update - Lamont Orders, Evictions

Busy Wednesday! Because in May the General Assembly modified the law so that future executive orders require legislative approval, yesterday we met in Hartford to do that.

Later, I returned to New Haven and stopped by the WWHCMT* meeting and gave a brief report. This note fills in some details.

Of the 300 orders issued by the Governor, he proposed continuing eleven of them and letting the others expire. Based on your communications to me and my office, one is of high interest: the moratorium on evictions, which the Governor has allowed to expire. Opinion appears to be divided. Here’s how it works:

On June 30, the Governor issued a new order superseding the moratorium. Under that order, before a landlord can deliver an eviction notice for non-payment of rent, they must attempt to apply for the federal funding through “UniteCT”. It essentially provides for an additional 30 days for eviction proceedings, to give the tenant some additional time to move out or seek assistance in paying back rent. If the eviction is in the courts, it can be stayed for 30 days if the tenant is seeking assistance through UniteCT. The landlords also must provide information to the tenants about UniteCT. Connecticut’s economy is coming back, but recovery is uneven. I know many of you are underemployed or have bills to pay. I hope the Governor’s proposal provides some relief. Let me know.
