Weekly Happenings: Children's Mental Health Legislation, Updates to Red Flag Law, Community Events & More

June 3, 2022

I hope you and your family are well. Please see below for the weekly happenings:

Honoring Our Fallen Heroes
This month, representatives from each of the services and Gold Star Family Members paid tribute to the 65 men and women from Connecticut who gave their lives for this nation since 9/11. A time to remember those whose sacrifice made it all possible for us.

Remembering Chief Roy Sebastian
With a sad heart, I offer my condolences to the Family/Eastern Pequot Tribe as I heard of the passing of Chief Roy Sebastian. I always knew Chief Sabastian as a tireless fighter for tribal people, land and rights.

Approximately 20 Years ago, Chief Sebastian welcomed me into his place on State Street in New London. Chief Sabastian always had an open door of knowledge he shared, giving a plethora of information on history and community on a routine basis.

To me, Chief Sabastian is a true hero for the people, known to always stand up for what's right and help correct what's wrong. Peace & Blessings on your journey Sir.

Updates to CT's Red Flag Law
A Key provisions updating the state’s “Red Flag” firearm law, otherwise known as the Risk Protection Order went into effect on Wednesday.

“Connecticut continues to lead on gun reform and the law we passed in 2021 took key steps to close technical loopholes and strengthen our “Red Flag” law, said Rep. Stafstrom.

The updated provisions ensure that individuals whose firearms have been removed cannot require additional firearms or ammunition. The law also creates a provision preventing individuals from purchasing firearms, when they are otherwise legally able to, according to a release from the Connecticut General Assembly.

This law saves lives.

Law Requires Consent for Unconscious Pelvic Exams
It's unfortunate that Connecticut needed a bill signed by Gov. Ned Lamont requiring health care providers to seek a patient’s consent before conducting pelvic examinations on unconscious or sedated patients. I was happy to join my colleagues in passing this important legislation.

Innovation Center Coming to New London
The Chamber of Commerce of Eastern CT now officially owns 92 Eugene O’Neill Drive in downtown New London, where it will begin to create a regional Innovation Center which includes a start-up incubator and co-working space.

On May 6th, the Chamber closed on the building and on May 31st, held a formal signing for the Department of Economic and Community Development grant of $1.386 million that will allow renovations to begin. By closing on the grant, the Chamber is formally agreeing to all the provisions the state laid out as part of the grant.
Earlier this year in talks with Governor Ned Lamont he accepted a request of support & announced that the Connecticut State Bond Commission is anticipated to approve $1.3 million in state funding to support the Chamber of Commerce of Eastern Connecticut in its creation of the Thames River Innovation Center.

Big thanks to Tony Sheridan, the president and CEO of  The Chamber of Commerce of Eastern Connecticut, who pioneered this venture along with other great members.

The center will be used for entrepreneurial training, technical apprenticeships, and business development, as well as advising entrepreneurs, including immigrants, of existing state and local permit requirements for forming a new company. It will be operated by the chamber in partnership with its 1,400 member businesses.

Special Olympics Torch Run
Great to see my colleagues at NLPD New London — Officers running through downtown Wednesday as they participated in the Special Olympics Torch Run. Appreciate y'all representing. Job well done.

Housing Shortage
I support but would like input from people in regards to America having a housing shortage. To fix it, there are recommendations saying we must eliminate "exclusionary zoning laws - like minimum lot sizes, mandatory parking requirements and prohibitions on multifamily housing - which inflate costs and lock families out of areas of opportunity"

Please send me an email at anthony.nolan@cga.ct.gov after reading the article below. Give input on pushing legislation to see if this can be done. Your voice is important. I hope to hear from you

Community Forum
State Rep. Anthony Nolan, D-New London, said he had gotten numerous calls from parents asking how to speak with their children about the recent shooting, and how the city was planning to keep their children safe.

Nolan encouraged parents to listen to and talk with their children so that they weren’t left getting erroneous information from their peers. He also said that the community needed to break the culture of silence often found in families experiencing difficulties.
“We really have to start speaking about the things that go on in our households that scare us,” said Nolan.

Children's Mental Health Legislation Signed Into Law
This week, I was honored to join Govenor Ned Lamont , Lt Gov Susan Bysiewicz & numerous bipartisan legislators as the Governor signed bills that invest in children’s mental health, including support for schools and childcare providers.

Special thanks to the Children's Committee along with our Senate Colleagues for the great teamwork needed to make this historic legislation happen.

Though I am grateful for what we accomplished, I see now that there is much more work ahead as we continue to fight the good fight to make Connecticut even better.

Congratulations to NLPD's Newest Candidates
Big congratulations to NLPD'S three newest officer candidates Vibaldy Luna, Alyssa Galicia, and Mark Desautels. All three Police Officer candidates were sworn in today.

They start their training on Thursday, 6/2/2022, at the Connecticut Police Academy in Meriden, CT. They will attend the training academy for approximately 30 weeks where they will receive all the essential training (approx. 1,345 hours) needed to complete field training and become a certified police officer in the State of Connecticut.

Help me congratulate Mark Desautels, Vibaldy Luna, & Alyssa Galicia

Working to Combat Gun Violence
This week, I participated in several events where I had the great opportunity to speak about Gun Laws, lack of certain gun laws and gun laws I hope to see come to fruition to help diminish the horrific gun violence in our country.

Thank you to City Councilors, Board of Education Members, NLPS Superintendent, NLPS Staff, City Leaders & Young Democrats that helped organize these events.

It's important you know there are many Federal Legislator's failing the country by not supporting or even allowing common sense gun laws to be voted on.

This must stop and I need your help to especially push Federal Senate Legislators who refuse to allow Bill's to be voted on that were already passed in the House of Representatives.

Though we passed some good common sense gun laws recently in Connecticut., I also hope Governor Ned Lamont pushes for a special session to bring his gun control measures back to fruition so we can vote to further strengthen gun laws to have at least the same requirements as:

1. A driver of a car - Requires ID
2. A person who can consume alcohol - Must be 21
3. Vehicle registration - Show ID
4. Fishing license - Required show when fishing
5. Getting library book  - Show Library card Required
6. Consume Marijuana- Must be 21

Guns are much more dangerous and they should have strictures requirement to have and buy.

*ID Checks should be required when brandishing.
*Should be 21 yrs of age for carrying/buying guns

Along with numerous other Common sense laws that should be passed.

I had the opportunity to stand with youth yesterday in regards to guns, gun laws and lack of passing simple gun laws that can help make our communities better.

As elected officials we owe our friends, families and Neighbors more than a apology after a crises. We must stop letting public safety come after the interests of the gun lobbyist, special interest, and those selling weapons online & at gun shows.

I call on friends, neighbors and families to call on Local & Federal Legislators everywhere to do more to prevent senseless shootings:

Such as the following:

1. Nobody should be allowed to purchase a gun without passing a background check first. Background checks are the foundation of any comprehensive gun violence prevention strategy. Current federal law requires that licensed dealers run background checks on gun sales, but unlicensed sellers—including those selling guns online or at gun shows—are not required to.

  • That means people with violent felony convictions, domestic abuse restraining orders, or who are otherwise prohibited from owning a gun can avoid a background check by buying a gun from a an unlicensed stranger, with no questions asked.

2.  Extreme Risk laws, sometimes referred to as “Red Flag” laws, create a way to intervene before warning signs become tragedies. These laws allow immediate family members and law enforcement to show evidence and petition a court for an order for the temporary removal of guns from dangerous situations.

3. Assault weapons are exceptionally deadly firearms commonplace in mass shootings. They are generally capable of firing far more bullets, far faster than manual-action hunting rifles.

  •  Regulating assault weapons can prevent mass shooting injuries and deaths. We need to take a long, hard look at how assault weapons are made, marketed, and sold to keep these weapons of war off of our streets and out of the hands of violent extremists

4. Raise the Age to Purchase a Gun. Federal law sets a dangerously low minimum age for buying firearms. The law prevents anyone under 21 from buying a handgun or assault weapon from a gun dealer.  We should raise the age to purchase these weapons across the country and make it clear that handguns and assault weapons cannot be possessed until a person turns 21.

Memorial Day Vigil
I had the great opportunity to be a Speaker at the Memorial Day Candlelight Vigil in downtown NL. Big thanks to Val Tamano and her team of tireless working volunteers to make this great event happen.
