The 2023 legislative session will soon start! As part of my work to prepare for the coming session, I am reviewing bill proposals for consideration. But I want to hear from you!

Appropriations and Finance Committees Joint Meeting 

The Appropriations Committee, on which I serve as Vice Chair, and the Finance, Revenue, and Bonding Committee held a joint meeting this week to review the Office of Fiscal Analysis (OFA) and the Office of Policy and Management (OPM) Fiscal Accountability Report.

During that two-hour presentation-and-question session with members of the Finance Committee and the Appropriations Committee, Gov. Ned Lamont's budget office and the non-partisan Office of Fiscal Analysis agreed that higher-than-expected revenue, which increased by 7 percent in the budget year that ended June 30, is expected to continue.

We made major structural changes to the pension plans, including re-amortizing the funds' debt over a new 30-year period, and projecting more-realistic investment returns. In the last couple of years we have made enough deposits that have saved $9.4 billion over the next 25 years. Last year, there would have only been a $3 billion savings over the next quarter century.

Low-Level Cannabis Convictions Being Erased 

On Tuesday, Governor Ned Lamont announced that 44,000 residents will have their cannabis convictions fully or partially erased on January 1. 



Convictions of possessing less than four ounces of a non-narcotic, non-hallucinogenic substance between January 1, 2000, and Sept. 30, 2015, will be automatically erased on January 1, 2023. This means people in this category do not need to do anything to have their conviction erased.

People do need to file a petition in Superior Court to have convictions erased for the following:

  • Convictions for possession of less than or equal to four ounces of a cannabis-type substance imposed before Jan. 1, 2000, and between Oct. 1, 2015 and June 30, 2021.
  • Convictions for possession with intent to use drug paraphernalia for cannabis imposed before July 1, 2021.
  • Convictions for manufacturing, selling, possessing with intent to sell, or giving or administering to another person a cannabis-type substance of less than four ounces or six plants grown inside a person’s home for personal use before July 1, 2021.

Congratulations & Welcome to New City Council President Reona Dyess! 

I'd like to send a "welcome" and big congratulations to our new City Council President Reona Dyess! 



On Monday night, the City Council elected and swore in Reona as its new president for 2023. Efraín Dominguez, whose one-year term as president was expiring, nominated Dyess, who is in her second term on the council.

Reona Dyess is the executive director at the Drop-In Learning Center, a non-profit providing after school programming. Dyess said during her many years working at the Drop-In Center, she has told “her kids” that, “If you want to see change, you need to be a part of the change and be at the table where they make the decisions.”



Dyess presented Dominguez with an honorary plaque commemorating his service as president since 2019.

Welcome Senator-Elect Martha Mark! 

I had the great opportunity to meet, great and visit with our new legislators at the Capitol. A great transfer of positions happened this election season, and I welcome all our freshman State Representatives and Senators.



I also took the opportunity to meet with New London's Senator-Elect Martha Mark. Congratulations to everyone - I'm looking forward to working with you in the 2023 legislative session! 

Congratulations to the 375th Basic Training Class

Congratulations to the State of Connecticut's 375th Basic Training Class on their recent graduation. We appreciate you taking on this new journey in service for the people of our state! Wishing you the best. God bless!

And a very special "Shout It Out" to the new Officers of the New London Police Department Officer Galicia, Officer Desautels and Officer Luna. We are proud you all!

New London High Pep Rally 

It was great to be a part of the celebration and see our young people having a good time at the New London High School Multi-Magnet Campus annual pep rally last week!

New London Parks & Rec Selected for Community Wellness Hub Grant 

I’m glad to see New London Parks & Recreation chosen as a Community Wellness Hubs grant recipient by the National Recreation and Park Association. This grant will help Parks & Recreation to  increase our community’s access to healthy foods, social services and physical activity!
