Funding for New London
1. New London Police Department to receive $109,673 for their departments purchase of body cameras, dash cameras, and video storage devices.
2. Garde Arts Center receiving $4 million for their renovation and expansion of Mercer Community Hall.
3. Planned Parenthood New London to receive $2,020,096 for relocation, renovation and expansion to 467 Ocean Avenue
The Community Investment Fund (CIF) supports economic development in historically underserved communities across Connecticut. It will award up to $875 million to eligible municipalities, nonprofit organizations, and community development corporations serving these areas.
Funding is available for a range of initiatives, including capital improvements (e.g., brownfield remediation, affordable housing, infrastructure upgrades, clean energy, and facility rehabilitation), small business support (e.g., microloans, gap financing, and start-up funding), and project planning (e.g., community engagement, feasibility studies, and budget development).

Appropriations Committee Meeting This past week the Appropriations Committee held Appropriations Deficiency Meeting to address and review agencies that are projected to exceed their current budget allocations for the fiscal year. This meeting allows legislators to examine funding shortfalls—also known as deficiencies—in specific departments or programs, assess the causes, and begin discussions on potential adjustments or supplemental funding to ensure essential services continue without disruption. |

Tax Equity Event This week, the Connecticut Tax Equity Caucus held a press conference at the Legislative Office Building in Hartford to advocate for progressive tax reforms. Coinciding with Tax Day, the event focused on proposals to increase taxes on the state's wealthiest residents, aiming to address fiscal challenges and promote economic equity.
- Capital Gains Tax Increase: Advocates called for higher taxes on capital gains to ensure that investment income is taxed more equitably.
- Expansion of the Child Tax Credit: The caucus pushed for an expanded child tax credit to provide greater financial support to families, particularly those with lower incomes.
- Overriding Fiscal Guardrails: There was discussion about overriding existing fiscal constraints to allow for increased investment in public services and infrastructure.

Rollin' with Rep. Nolan - Connecticut Tenants UnionOn this week's Rollin' with Rep. Nolan, I was joined by Luke M. Harrison, Vice President of the Connecticut Tenants Union.
The focus of our conversation was on Just Cause eviction protection, which prevents "no fault" evictions, where landlords use their power to evict residents even if they are upstanding tenants.
Luke said the reason for these evictions can be because a tenant is calling for housing code enforcement or if you try to hold a tenant meeting to potentially form a union.
To be clear, this does not mean that landlords cannot evict tenants for things like not paying rent or nuisance evictions - Just Cause only applies when landlords are not accusing tenants of doing anything wrong.
To push for Just Cause legislation, Luke encouraged support for HB 6889 - please reach out to your legislators to ask them to sponsor this bill!

HUSKY Expansion I was proud to stand together this week at a press conference for justice, equity, and compassion in Connecticut’s healthcare system. The current policy leaves undocumented youth over 15 without access to HUSKY Medicaid — and that has real, painful consequences for families across our state.
We called this press conference because silence is not an option. Because every day that this gap remains, teens go without treatment, families are pushed into crisis, and our values as a state are called into question.
This is not about politics — it’s about people. It’s about protecting youth who are part of our schools, neighborhoods, and future. It’s about living up to the principle that healthcare is a human right.

Free, Enhanced Cancer Screenings for Firefighters I am happy to announce with many City of New London, Connecticut Officials, Office of Governor Ned Lamont Comptroller Sean Scanlon New London Firefighters, IAFF Local 1522, Union Officers that effective May 1, 2025, the State of Connecticut is expanding the benefits it provides to firefighters to include free, enhanced cancer screenings.
That means More than 900 firefighters enrolled in the state employee health plan and Partnership Plan will now have free access to a comprehensive, full-body scan once every two years.
Due to repeated exposure to smoke, toxic chemicals, and carcinogens in the line of duty, evidence has shown that firefighters have a greater prevalence of cancer than the general population.
These heroes have high-risk jobs and keep our communities safe - the last thing they need to worry about is navigating their healthcare.
Early detection is key to successful treatment outcomes, and these regular screenings will help keep them healthy and keep their minds at ease.
Any firefighter enrolled on the state employee health plan or Partnership Plan who is seeking more information can visit carecompass.ct.gov to connect with a representative, schedule an appointment, and find providers in their area.
