Connecticut Siting Council Process Reform Bill Passes
The House of Representatives passed HB 5507 in bipartisan vote on Tuesday providing greater insight and transparency into the Connecticut Siting Council (CSC) process.
Based on the unfortunate lessons learned by the City of Bridgeport and Town of Fairfield through the United Illuminating (UI) monopole debacle, HB 5507 represents action to address some of the shortcomings in the CSC process.
In addition to transparency, HB 5507 allow for greater municipal participation, reduces undue influence from the utilities, protects private property and environmental justice communities and forces the CSC to consider the economic impact of its decisions.
I was proud passage on HB 5507 on the House floor and work closely during the past few months with State Representative Jonathan Steinberg, co-chair of the Energy and Technology Committee, State Representative Matt Blumenthal, co-chair of the Government Administration and Elections Committee, and State Representative Jennifer Leeper, who was a legislative champion from the start, to craft the bill.
The bill, which passed the Senate on Wednesday, now goes to Governor Lamont for his signature.
