I hope you are having a great week. The legislative session came to a close on Wednesday, June 4th. My first year at the Capitol was quite the learning experience - there were many long nights and tense debates. Overall, I am proud of what we were able to accomplish, and am looking forward to continued success in 2026.

During the least few weeks of session, we passed several great pieces of legislation, but I wanted to focus on HB 7162 - AN ACT REFORMING THE MOTOR VEHICLE TOWING STATUTES.

Predatory towing can be a financial nightmare, especially to those who are living paycheck to paycheck. I made it my priority to push for legislation to address this issue. Earlier this session, I testified in front of the transportation committee to support a similar piece of legislation. Click here to watch. 

Both chambers of the Connecticut General Assembly overwhelmingly approved a bill to overhaul the state’s towing law, making it harder to tow vehicles from private property and easier for drivers to retrieve their vehicles after a tow.

HB 7162 overhauls the state’s 100-year-old towing statutes creating massive reforms to towing procedures from private property and rate increases for highway tows that typically follow car accidents.

Tow companies are now required to accept credit cards and they are not allowed to tow vehicles quickly just because of an expired parking permit or registration. Vehicles can’t be towed from private property without notice unless they’re blocking traffic, fire hydrants or parked in an accessible space.

The bill takes several steps to make it easier for people to get their towed vehicles back and requires towing companies to take more time and increase documentation during the sale process.

This bill was signed into law by Governor Lamont on Tuesday, June 10th. 
 

Tomorrow is Juneteenth. Juneteenth celebrates the end of slavery in our country. For many years, this important holiday was primarily celebrated in the South, but was unknown to others from the rest of the country. However, thanks to great advocacy work, it is now rightfully observed throughout the country, including Connecticut. In 2022, the Connecticut General Assembly voted to make Juneteenth a state holiday.

Contrary to popular belief, the Emancipation Proclamation did not end the practice of slavery in America. It also did not end at the conclusion of the Civil War. On June 19, 1865, 2 months after the Civil War ended, a group of Union soldiers traveled to Galveston, Texas and announced that all enslaved people were now free. They were among the last group of Americans to be notified of their freedom.

Although Juneteenth celebrates a momentous event in our history, we must also take time to reflect on the horrors of slavery and its lingering effects on our society. As your state representative, I will continue to push for legislation that will make Connecticut a better state for all. The city of New Haven is hosting a huge celebration on Saturday, June 21, from noon to 6 p.m. at Dixwell "Q" House, 197 Dixwell Ave. There will be a health and wellness clinic, vendors, education support, history and culture exhibits, arts and crafts, a basketball tournament and more. Attention dog owners - you have until the end of the month to renew or register your furry friend's dog license. I just renewed our pup's license online and it was quick and easy!

All dog licenses must be renewed for 2025, and any new dogs over six months of age or currently unlicensed must also register at this time. 

No license may be issued unless a valid rabies certificate, signed by a licensed veterinarian and including the date of the vaccination and duration of immunity, is presented to the town clerk.
