Dear Friends and Neighbors,

I hope this message finds you and your family warm and well during these winter months. Happy Valentine’s Day! My family and I wish you and your loved ones a memorable and restful holiday filled with joy and appreciation for the people closest to you.

It has been another busy week at the Capitol, filled with press conferences, public hearings, and work on an ever-growing number of bills. And every minute of that work brings us closer to making meaningful change for our community.

 

I also want to take a moment to recognize that we are in the midst of Black History Month—a time to honor and celebrate the achievements, contributions, and resilience of Black leaders, past and present. Now more than ever, we must reflect, learn, and continue uplift black history. Black history is American history!

 

As always, I write this newsletter with our community in mind. Below, you’ll find my legislative priorities, policies I have supported, and resources that I hope will be helpful for you and your family.

 
Legislative Priorities

As your state representative, I am committed to championing policies that make life better for all Connecticut residents. 

 

This year, my legislative priorities reflect the concerns I have heard from our community and the steps we must take to build a more affordable, just, and stable future.

 

Defending Civil Rights – Protecting fundamental freedoms, ensuring public safety, and standing up for equal rights for all.
Lowering the Cost of Living – Tackling rising costs to make Connecticut more affordable for working families.
Affordable Housing – Expanding access to safe, stable, and affordable housing options for residents.
Energy & Utility Affordability – Reducing the financial burden of high utility costs and advocating for fair energy policies.
Investing in Education – Strengthening our schools, supporting teachers, and ensuring every child has access to quality learning opportunities.
Protecting Seniors – Enhancing resources, healthcare, and services to support older residents in our communities.

 

These priorities shape my work every day in Hartford. They empower our residents while ensuring that Connecticut remains a great place to live, work, and raise a family.

 
Black and Puerto Rican Caucus Unveils 2025 Legislative Priorities

I am proud to be a member of the Black and Puerto Rican Caucus (BPRC) as we work to uplift and advocate for Black and Brown communities across Connecticut. With everything happening nationally, it is more important than ever that we stand up for our communities, push for equity, and ensure our voices are heard in every policy decision.

 

This week, the BPRC unveiled our 2025 legislative priorities, outlining the critical areas we are focused on this session:

 

📚 Education & Career Advancement – Expanding opportunities for students and workers.
⚖️ Justice – Fighting for fairness and equity in our legal and criminal justice systems.
🏡 Housing – Addressing affordability and ensuring stable housing for all.
🩺 Health & Human Services – Improving healthcare access and community well-being.
💰 Economic Empowerment & Stability – Supporting small businesses, job creation, and financial security.

 

These priorities reflect the real needs of our communities, and I am committed to ensuring that the policies we pass deliver tangible change and lasting impact.

Fighting for Lower Utilities: Press Conference

This week, I stood alongside my colleagues at a press conference calling for a ratepayer-focused electricity market, support for the current PURA Chairwoman, and stronger regulatory authority over electric utility companies. 

 

With the rising cost of utilities putting pressure on families across Connecticut, we must take bold action to ensure affordable, reliable, and transparent energy services for all residents.

 

I want to express my strong support for the leadership of PURA Chairwoman Marissa Gillett, who has been a tireless advocate for holding utility companies accountable and ensuring that Connecticut ratepayers are prioritized over corporate profits. Her work is essential to keeping our regulatory system strong and consumer-focused.

 

I look forward to seeing the work the Energy and Technology Committee accomplishes this session and will continue to support efforts that make utilities more affordable for all Connecticut residents. No family should have to choose between paying their energy bills and meeting their other basic needs.

Committee Work: The Peoples Business”

This past week has been a busy and productive one. From supporting veterans to reviewing justice reforms and diving into agency budgets, it has been a lot of substantive work, and I want to highlight some of the key pieces of that work being done in our committees.

 

On Thursday, Chairwoman Foster and I held a public hearing in the Veterans and Military Affairs Committee, where we invited veterans from across the state to share their perspectives on a number of proposed bills. Hearing directly from veterans and their families is one of the most impactful parts of the legislative process, helping ensure that the policies we pass truly reflect their needs.

 

Following Governor Lamont’s budget address, the Appropriations Committee has been actively engaged in agency budget hearings, working closely with state departments to review their funding requests and priorities. This week, we met with:

 

🚗 Department of Motor Vehicles – Addressing service improvements and efficiency.
🚦 Department of Transportation – Discussing infrastructure investments and transit needs.
⚖️ Judicial Department – Reviewing funding for court systems and legal services.
🏛️ Department of Administrative Services – Evaluating state agency operations.
🛡️ Attorney General’s Office – Ensuring consumer protections and legal oversight.
🎖️ Department of Veterans Affairs – Strengthening services for those who have served

 

As we move forward in this legislative session, I remain focused on passing meaningful policies that strengthen our communities, protect our most vulnerable, and create a better future for all Connecticut residents

 
Help for Unemployed Federal Employees
The Connecticut Department of Labor (CTDOL) has introduced a valuable new resource for federal employees and contractors who have recently lost their jobs or been placed on unpaid administrative leave. These individuals can now apply for unemployment benefits through a dedicated page on the CTDOL website, streamlining access to financial assistance during this challenging time.

Eligibility for benefits is determined on a case-by-case basis, ensuring that each applicant’s unique circumstances are carefully considered. CTDOL encourages affected workers to explore this resource and apply as soon as possible to receive the support they may be entitled to.

Coastal Flood
The City of Stamford invites you to join them for a presentation followed by an open house about the Stamford Coastal Flood Resilience Plan. The city has recently dealt with coastal storms that have shown that coastal flooding is a serious hazard in the area. To address this challenge, the City is developing a Coastal Resilience Plan to help to understand where the risks are and outline a plan to help reduce them. The Community Workshop will take place on February 18th from 6-8pm at the Stamford Government Center in the 4th Floor Cafeteria. Baby Bonds
Through the CT Baby Bonds program, eligible children whose birth was covered by HUSKY will automatically receive an investment of $3,200 from the Connecticut Office of the Treasurer without needing to apply or enroll. Once they turn 18, they can access the funds, which are expected to grow to $11,000 - $24,000 by then. The money can be used to start a business, buy a home, pay for education or training, or even save for retirement. Stamford Veterans Resource Center
The Stamford Veterans Resource Center is hosting their 2-year anniversary celebration. All veterans and their families are invited to attended this celebration. The Veteran's Resource Center is a place for all veterans and their families to get connected to the services and programs they need and is open on Tuesdays and Thursdays from 10 am - Noon.
 
Kids Helping Kids Annual Hope Day
I would like to invite you all to join me at the 3rd annual Hope Day hosted by Kids Helping Kids. Hope Day is a mental health fair that gives teens and families an opportunity to connect with local mental health organizations and learn about what resources are available in our community. I am looking forward to attending and talking with our local organizations about their work in the community. The event is taking place on February 22nd from Noon - 3 pm at UCONN Stamford.
 
ACLU Resources

In recent weeks, I’ve heard from so many in our community who are deeply concerned about the increased actions of U.S. Immigration and Customs Enforcement (ICE). Let me be clear: Connecticut stands with our immigrant communities, and so do I. My colleagues and I are committed to ensuring that everyone—regardless of status—feels safe, supported, and welcomed in our state.

 

No matter your immigration status, you have rights. You are protected under the U.S. Constitution and Connecticut law, and it is crucial that you know how to exercise those rights.

 

To help with this, the ACLU of Connecticut has put together a comprehensive Immigrants' Rights & Resources Guide, which provides important information on how to protect yourself and your loved ones. I strongly encourage everyone to review and share these resources, and I will continue to provide additional information in the coming months.

 

Additionally, my colleagues in the Connecticut Legislative Black and Puerto Rican Caucus have raised serious concerns about the increased presence of ICE in Stamford, Bridgeport, Willimantic, East Hartford, and the Park Street area of Hartford. We have sent a letter to our federal counterparts demanding answers and are working closely with municipal leaders and local organizations to ensure our communities get the resources they need.
