Rep. Dillon: Brief Session Update

Dear Neighbor,

This week the General Assembly completed a session marked by ambitious legislation targeting issues affecting  the lives of Connecticut families and our economy.

First is a $300 million child care trust.

Second, the budget included $60 million over two years in additional funding for special education, to be distributed based on a schools district's income level and count of special ed students.

Third, we passed zoning reform,  allocating each town a set number of affordable housing units to zone for. Towns that fail to comply won't face penalties, but those that meet their quota will be prioritized for  state funds. 

Fourth,  we reached a bipartisan compromise to lower energy costs for families and businesses, largely by issuing bonds to pay for public benefits charges currently included on customers' electric bills.

Finally, after very long days, we reached agreement on a budget. Our nonpartisan analysts will provide us with the final numbers on categories of municipal aid in coming days.

The full impact of Congressional action or cuts is not yet known. But state action providing increases to our towns, reduced energy costs, and child care will help prepare us for coming years.
