Rep. Dillon Friday Update: Health Budget Hearings, Antisemitism Workgroup, Bottle Bill, Nips

Dear Neighbor,
It’s been a busy week with budget hearings and session in particular. Matters you contacted me about are highlighted below.
First, the Health subcommittee on Appropriations, which I cochair, held hearings Monday and a work session Wednesday. Health covers Department of Public Health, Mental Health and Addiction, Developmental Services, Medical Examiner, Psychiatry Review Board, and Health Strategy. Second, during Thursday’s session we took up two bills, one an omnibus bill and the second an Environment bill on the bottle bill. Both generated reactions from you which I took into account in discussions and floor debate.
SB 298, section seven, a priority workgroup on antisemitism, I understand is intended to provide guidance to educators. This section, amended by the Education chair after feedback is included in the attached bill, which can be found here.
SB 299 generated concern that the Environment Committee is using state dollars to support industry while failing to take on the matter of nips. New Haven has had the largest number of nips, which litter our landscape, pollute our water and soil, and may have health consequences for ourselves. I spoke on this omission during debate, and will follow deliberations on the Board of Alders if they take up this matter.
Third, on Friday the Judiciary Committee heard claims, which raise some complex issues.
