Dear Friends and Neighbors,

There's a lot to talk about this week on the local, state and federal levels. Unfortunately, at the top of the list are more nonsensical, cruel and damaging cuts continuing to cascade from the federal government.

Gutting the Department of Education has only created chaos and harmed our mission to support all students with quality public education. Our schools, our students, and our communities rely on this funding. With the dismantling of the Dept. of Ed, families in every district will bear the cost of the impact. We need an education system that works for every child. 

As reported by the CT Mirror, just days after cutting $155 million in public health aid to Connecticut, President Trump’s administration froze $14 million earmarked for 22 Connecticut school districts, including nearly $100,000 for Montville.

There's no good reason for such debilitating cuts to our schools. other than to enrich President Trump's billionaire cronies through an unnecessary tax cut.

We have to stay engaged, stay active and stay informed. Together, we will weather this assault on our community, our state and our country.
 

Committee Work

We’re about halfway through the 2025 legislative session with committees reaching their work deadlines and bills moving forward to the full House. Here are some of the more noteworthy pieces of legislation I've been working on in my committees:

Energy and Technology

SB-4: AN ACT CONCERNING ENERGY AFFORDABILITY, ACCESS AND ACCOUNTABILITY.
As a response to increasing costs of utility rates along with the changing energy market, this bill aims to improve energy affordability, access, and accountability for Connecticut's ratepayers by strengthening the energy procurement process along with providing protections for vulnerable ratepayers and line crew workers.


SB-1293: AN ACT REQUIRING A STUDY OF ELECTRIC UTILITIES.

This bill would require the Commissioner of the Department of Energy and Environmental Protection (DEEP) to conduct a study concerning the operations, reliability, rates, and regulatory oversight of electric utilities in the state. This bill is important because it will increase transparency, it ensures both a reliable and efficient electrical supply, and it allows for the innovation in sustainable energy solution and supports power grid modernization.


HB-7017AN ACT ESTABLISHING A TASK FORCE TO STUDY TRANSMISSION AND GRID-ENHANCING TECHNOLOGIES

This bill would create a task force to study transmission and grid-enhancing technologies.
 
Labor and Public Employees Committee


HB5607AN ACT CONCERNING THE SUBMINIMUM WAGE FOR PERSONS WITH DISABILITIES.


This bill, which I cosponsored, will bring stakeholders together in a working group to make progress toward eliminating the subminimum wage for persons with disabilities. Ultimately, everyone who works deserves to earn a fair wage.


HB-6408: AN ACT EXPANDING COMPENSATION TO DEPENDENTS FOR A DEATH RESULTING FROM AN ACCIDENT.


This bill would allow surviving family members of an employee to receive compensation for a work-related death when that employee does not have dependents.


HB-6517: AN ACT CONCERNING DISCLOSURES OF SALARY RANGES ON PUBLIC AND INTERNAL JOB POSTINGS.

This bill would require salary ranges to be posted along on public and internal job postings, to help reduce the gender wage gap.

Government Administration and Elections Committee
 

Senate Joint Resolution 35: A RESOLUTION PROPOSING A STATE CONSTITUTIONAL AMENDMENT CONCERNING DISCRIMINATION ON THE BASIS OF SEX UNDER THE EQUAL PROTECTION CLAUSE.

A resolution proposing a state constitutional amendment to expand the definition of illegal discrimination to include discrimination based on pregnancy, including the termination of a pregnancy.


SB-1530: AN ACT CONCERNING GOVERNMENT ADMINISTRATION AND THE PROVISION OF REPRODUCTIVE AND GENDER-AFFIRMING HEALTH CARE SERVICES TO PATIENTS.


This bill would change the law concerning government administration and to provide protections to health care providers who provide reproductive and gender-affirming health care services to patients, regardless of whether the patients are physically located in this state at the time the services are provided.
 

HB 7224AN ACT EXPANDING LIABILITY UNDER THE FALSE CLAIMS ACT FOR ENTITIES WITH AN OWNERSHIP INTEREST AND PROHIBITING THE LICENSING OF HOSPITALS WITH CERTAIN LEASE BACK ARRANGEMENTS.

This bill would impose liability on entities that have an ownership interest for violations of the False Claims Act and to prohibit granting a new license or certain renewal of a hospital license with a lease-back arrangement for its main campus and require notification to the Attorney General of any such arrangement.

 

Testimony Reading in Support of SB-1327

On Monday I, along with a number of my legislative colleagues and advocates, participated "Voices of the Incarcerated" at the LOB as part of the advocacy for SB-1327, which I co-sponsored.
 
Earlier in the session, the Department of Corrections declined a request to allow incarcerated people to testify virtually on this legislation that impacts them, as other members of the public are encouraged to do in our legislative process. Monday’s event was organized to give those individuals a voice to their written words. Organizers collected more than 200 written testimonies from people who are incarcerated, with about 15 testimonies selected and read at the event. Montville Animal Control Facility Groundbreaking
Last weekend I was honored to attend the K-9 Barrett Memorial Animal Control Facility groundbreaking. The facility is dedicated to Montville K-9 officer Barrett.
 

Radio Tower Upgrades
Sen. Martha Marx, Waterford First Selecteman Rob Brule, Chief of Police Marc Balestracci, Director of Emergency Services Steven Sinagra and I met recently with the governor’s chief of staff to discuss state bond funding of about $6 million to upgrade Waterford radio towers and join the state emergency radio system for better regional communication and cooperation.

We are hopeful the town receives these funds to improve public safety communications.
 

Montville Public Hearing and Town Meeting/Vote
A Town Meeting and vote will be held on Wednesday, April 9, from 4 to 7 p.m. at Montville High School for the following: 

“RESOLUTION AUTHORIZING AN APPROPRIATION OF $1,500,000 FOR THE  PRESERVATION OF BOND PROPERTY PROJECT AND THE FINANCING OF SAID APPROPRIATION BY THE ISSUANCE OF GENERAL OBLIGATION BONDS OF  THE TOWN AND NOTES IN ANTICIPATION OF SUCH BONDS IN AN AMOUNT  NOT TO EXCEED $1,500,000 THEREFOR”

This vote will be held in person only, absentee ballots are not available for Town Meetings.

DEEP Annual Hiking Challenge

The Department of Energy and Environmental Protection’s yearly Hiking and Walking Challenge is underway, with participants encouraged to explore up to 15 trails and locations across the state; those who complete at least 10 of those locations will receive a hiking staff medallion and certificate, while those who complete all 15 will be entered into a drawing to receive a hand-carved hiking stick. Click here to see the list and get out there to enjoy the spring weather
