Dear Neighbor,

Connecticut is taking a major step in trying to help people pay their student loans. The state plans to launch a pilot program for Student Loan Reimbursement on January 1, 2025. The state has secured $6 million for the program's first year. Please click the image below to watch a video about the program.

 
This year, my colleagues and I approved this bipartisan measure, which could help hundreds of thousands of individuals and families. Eligible applicants will receive up to $5,000 a year with a $20,000 cap over four years and be awarded on a first-come first-serve basis.
The requirements are the following:
  • Must have graduated from a public or private college or university in Connecticut with a bachelor’s or associate degree
  • Must be a Connecticut resident for at least five consecutive years
  • Must have an income below $125,000 if filing single in 2023
  • Must have an income below $175,000 if filing married in 2023
  • Must have made payments towards student loans
  • Must have 50 hours of volunteering time after January 1, 2024

Investing in the Connecticut Rail System
After receiving approximately $291 million from the federal government, Connecticut is ready to improve its railways. The money comes from President Biden’s Bipartisan Infrastructure Law. Additionally, the Connecticut Department of Transportation will provide $120 million, and Amtrak will contribute $11.7 million to many rail projects across the state.
This game-changing investment will modernize our transportation system, making it more reliable while creating jobs and supporting economic growth. Track and rail improvements will give commuters more options to move around the state, shorten travel times, and reduce traffic and pollution statewide. Reminder: Access Health CT Open Enrollment Period Underway
Access Health CT's Open Enrollment period is underway through January 15, 2025. Connecticut residents can shop, compare, and enroll in health insurance plans or renew their coverage. Customers may also enroll in dental insurance through AHCT.

When you enroll, it affects when your coverage starts. If customers enroll on or before December 15, coverage will start on  January 1, 2025. If they enroll between December 16 and January 15, 2025, coverage will start on February 1, 2025.

AHCT is the only place Connecticut residents can get financial help to pay for their health insurance. Nearly 90% of AHCT customers enrolled in a Qualified Health Plan (QHP) receive assistance. Some customers might also qualify for the

Covered CT Program. This program provides no-cost insurance for eligible residents.
There are 22 Qualified Health Plans (QHPs) available for customers to choose from this year. Plans are available from three insurance carriers, including Anthem, ConnectiCare Benefits Inc., and ConnectiCare Insurance Company Inc.

People who are part of the Deferred Action for Childhood Arrival (DACA) program and live in Connecticut can sign up for health and dental insurance through AHCT.

Information about enrollment locations and Navigator locations are also listed. Customers can also get help from a certified broker or enrollment specialist in their community. Go to 

AccessHealthCT.com and click "Get Help" or call 1-855-805-4325. Help is available in over 100 languages. Customers who are deaf or hearing impaired may use TTY at 1-855-789-2428 or call a relay operator.

People can also chat live with a customer service representative by clicking the “Live Chat” icon on the website.

Native American Heritage Month
The Pequot War, which began primarily due to escalating tensions over control of the fur trade in the Connecticut River Valley, forever changed the political and social landscape of southern New England.
The brutal war also influenced colonial and U.S. policies toward Native Americans for centuries. You can find a detailed breakdown HERE.
