Public Hearing on Crumbling Foundations

March 20, 2021

I am proud to send this email to you all as the chair of the Crumbling Foundations Caucus. I want to thank my colleagues Sen. Anwar and Rep. Currey for their strong leadership on this issue.

On Monday, March 22, the Planning and Development Committee will hold a public hearing. One of the bills that will be discussed is HB 6646An Act Concerning Crumbling Concrete Foundations. This bill aims to protect homeowners who face the unfortunate tragedy of crumbling concreate foundations. This bill will:

  • Eliminate the sunset date for the captive insurance agency that helps home owners rebuild their homes
  • Make recommendations for a quarry study working group
  • Extend  the reassessment period of when the foundation is repaired or replaced
  •  Authorizes up to $175,000 for the captive insurance to perform an analysis of crumbling concrete in commercial properties and;
  • Fund the captive

I need your help. If you have a crumbling foundation, please consider telling your story to the planning and development committee by submitting your testimony. This bill is a big and well warranted ask and I need your help getting as much support and momentum behind it as possible. For information on how to testify, please see below.

To submit testimony, individuals must fill out the registration, which can be found here. Please email written testimony to pdtestimony@cga.ct.gov in Word or PDF format.  Registration will close on Sunday, March 22 at 8:00 P.M. Please reach out to me as soon as possible if you have any questions about the registration process.
