Register for Community Forum on Rt. 106 & New Laws

September 30, 2025
The last month has gone by in a flash, chock full of meetings with various businesses and, in particular, energy companies. From touring energy substations, emergency response centers, and on Monday, visiting Connecticut's nuclear power plant, I am taking a deep dive into all the various components of our energy grid and price. We need to move forward by addressing the cost of energy, which has been such a high concern of every resident I’ve met.

While energy remains a top priority, many residents reached out to me regarding construction and subsequent issues on Route 106. Next week, you have an opportunity to raise your concerns and ask questions to the companies involved with the project. Please read below to register for that event.

Finally, a new set of laws will go into effect tomorrow, Wednesday, October 1. The new legislation focuses on strengthening public safety, investing in our students, protecting our environment, addressing drug affordability and long-term care safety, and so much more. Discover the full breakdown on the topics that interest you most by clicking on the link Major Public Acts 2025 below.

I always look forward to hearing from you with any questions and ideas for our towns and state. Stay tuned for more information on my Facebook and Instagram accounts. And please reach out anytime by email at Savet.Constantine@cga.ct.gov.

It's a privilege to represent you.

On Route 106 Construction

One of the concerns I've heard recently from many of you is the ongoing construction on Route 106 in Wilton and New Canaan. The project has affected daily life with traffic, issues with deliveries, discolored water, and much more given the duration of the road work.

To help address these concerns, I am pleased to announce a community forum for area residents affected by the work to meet with representatives from Aquarion, Eversource, and Yankee Gas. This will be an opportunity to hear an overview of the work, raise your questions directly, and get answers from the companies involved.

📅 Date: Wednesday, October 8
🕕 Time: 6 p.m. - 7 p.m.
📍 Location: Comstock Community Ctr., Room 12, 180 School Rd., Wilton, CT

Rep. Lucy Dathan and I will also be there to answer your questions and ensure your voices are heard.

Please RSVP using the link below to make sure we have enough space to accommodate everyone. I hope to see you there!

New Laws Take Effect October 1

In addition to letting you know about the community forum, I also want to highlight a number of new laws hitting the books on Wednesday, October 1. Below, you will find a brief overview of several measures we passed during the 2025 legislative session.

Safety Updates on E-Bikes and Motorcycles

A new law raises the age from 18 to 21 for requiring motorcyclists to wear a helmet and raises the age from 16 to 18 and under for children to wear a helmet while riding bicycles, scooters, and skateboards.

The state will introduce new regulations for certain high-powered electric bikes. Riders of e-bikes without pedals and equipped with batteries over 750 watts (25-28 mph) will now need a valid driver’s license to operate them. Additionally, e-bikes with batteries over 3,500 watts (35 mph to over 50 mph) will require registration and insurance, similar to motorcycles.

Empowering Police to Tackle Street Takeovers

New rules will take effect allowing police to increase penalties and fines for street racing and takeovers. Towns will be empowered to destroy confiscated vehicles such as all-terrain vehicles, dirt bikes, and mini motorcycles. Additionally, anyone with at least three violations could get their license suspended for two years.

Protecting Our Seniors

New legislation will protect our seniors by improving safety and transparency for those who are taking care of our loved ones. Long-term care facilities will be required to run background checks on criminal history and patient abuse for employees and volunteers. Residential care homes must now provide more information in notices to residents before an involuntary transfer or discharge.

Shred Your Unwanted Documents

Are you looking at piles of paperwork and wondering how to securely and efficiently get rid of personal documents? The Wilton Historic Society is hosting Community Shred Day on Saturday, October 25 from 9 a.m. – 1 p.m. at its facility at 224 Danbury Road in Wilton. Organizers suggest you donate $20 per bag or box.

Shred events enable residents to destroy sensitive documents and prevent identify theft in an environmentally sustainable way. I encourage you to take advantage of this opportunity – and giving you a month head’s up because we all know how much time it takes to go through paperwork!
