Updates from State Rep. Travis Simms for April 2, 2026

April 2, 2026

At the State Capitol in Hartford, I recently spoke in strong opposition to proposed legislation that would raise the age for early parole eligibility — from 21 to 26 — for individuals convicted of serious crimes.

For me, this issue is deeply personal.

I shared with my colleagues the story of my brother, who was tragically killed on Christmas Day in 2007 outside our mother’s home in Norwalk. He was visiting family when he confronted individuals dealing drugs nearby. What followed was a senseless act of violence that took his life. The person responsible was 26 years old.

Because of that experience, I cannot support a policy that would allow individuals who commit such serious offenses at that age to have an earlier opportunity for release. I believe that when someone takes a life, the consequences must fully reflect the severity and permanence of that act.

While I understand that some supporters of the bill point to research about brain development and the potential for rehabilitation, my perspective remains grounded in the impact on victims and their families—people whose lives are forever changed and who do not get a second chance.

This is not just a policy debate for me—it’s about justice, accountability, and honoring the lives lost to violence.

As always, I remain committed to representing your voices and values at the Capitol. If you have thoughts on this issue, I encourage you to reach out.

Qualified applicants may receive rebates of up to $900 for married couples and $700 for single individuals. The rebate amount is determined using a graduated income scale, as well as the total rent and utility payments (excluding telephone) made during the previous calendar year.

Applications must be submitted through your local municipality’s assessor’s office or a designated social service agency. The application period is now open and will run through Sept. 30. Please note that no extensions are permitted, and all applications must be received by the municipality no later than Sept. 30.
