Update on Raymark clean-up site in Stratford

June 23, 2020

The project manager of the Raymark consolidation clean-up site has provided an update on where the project currently stands.

According to James DiLorenzo, superfund project manager for the site:

"This remedy requires the construction of a highway-style barrier and haul road prior to the movement of Raymark Waste from Ferry Creek and various properties around Stratford through the former Contract Plating property to the former ballfield located on Frog Pond Lane. The waste will be consolidated with an existing 100,000 cubic yards of Raymark Waste already buried at the ball field and covered with a permanent cap to prevent direct exposure and storm water infiltration.

Work completed week of June 17th:

Zoppo has completed construction of Barrier no. 3.  All 3 Barriers, which stretch ½ mile from Longbrook Avenue to Frog Pond Lane, are now complete. Landscaping and some minor fence work remains.  Zoppo has demobilized from the Site. Tantara remains to work on the haul road and oversee the landscaper.

The landscaper has completed plantings and hydroseeding along the residential side of Barrier no. 1 (behind Cottage Place) and Barrier no. 2 (behind Clinton Ave). The landscaper will continue to work on Barrier no. 3 (behind Patterson Ave and along Frog Pond Lane).

Tantara continued bringing clean fill material to the former Contract Plating property for construction of the haul road.  Active wetting is performed to minimize dust generation. Note this is “clean” fill, not Raymark Waste. There are about 45 trucks per day entering and leaving the site. All truck traffic entering and leaving the work area is required to enter the former Contract Plating Property from the Barnum Ave side of Longbrook Ave, however there will be times when trucks come down Longbrook Ave from Main Street due to temporary closure of the Longbrook Ave bridge over the railroad tracks. These trucks either contain clean fill or are empty. The roller truck which is used to compact the road fill has a vibratory function and is generating significantly more vibration than anticipated.  EPA requested that USACE and Tantara consider alternate methods of compaction. Tantara attempted compaction without use of the vibratory function.

Unfortunately the roller truck alone was unable to achieve the necessary compaction requirements, so use of the vibratory function must continue. However the duration of remaining periods of compaction is limited. Compaction will occur on an intermittent schedule through next Friday, June 26th.  There will then be a break from compaction which will need to resume after United Illuminary (UI) relocates the telephone poles along Longbrook Avenue; estimated to occur in August.
