New Laws Effective October 1

With fall comes cooler weather, changing leaves, and a number of new laws hitting the books. Several measures passed during the 2025 legislative session will take effect on Wednesday, October 1. Below is a brief overview of some of these important changes!

We’ve updated our motorcycle and e-bike laws to reflect our continued efforts to promote public safety and adapt to emerging technologies on our roads.

A new law raises the age from 18 to 21 for requiring motorcyclists to wear a helmet and raises the age from 16 to 18 and under for children to wear a helmet while riding bicycles, scooters and skateboards.

New regulations are also being introduced for certain high-powered electric bikes. Riders of e-bikes without pedals and equipped with batteries over 750 watts will now need a valid driver’s license to operate them. Additionally, e-bikes with batteries over 3,500 watts will require registration and insurance, similar to motorcycles.

Another measure prohibits the handcuffing of children under the age of 14, except in cases where there is a clear threat to public safety or when the child poses a risk of physical violence toward an officer. This law is intended to mitigate the traumatic impact that the use of restraints can have on young children.

Revolution Wind Project Up and Running Again

Back up and running! This week I joined Governor Ned Lamont, State Senator Martha Marx, State Representative Anthony Nolan, US Representative Joe Courtney, and Governor Dan McKee of Rhode Island to share the news that a judge ordered the Revolution Wind Project be back up and running.

This ruling will allow the roughly 2,000 jobs to stay in place, and the production of the 65 offshore wind turbines to get going. The completion of this roughly $6 billion dollar project will result in clean energy for 350,000 homes and lower energy cost for consumers in the near future.
 
Change In Command Ceremony at Naval Submarine Base

This morning I attended with State Representative Aundré Bumgardner the change in command ceremony at the Naval Submarine Base in Groton. I thank Capt. Kenneth M. Curtin Jr. for his service and leadership, and dedication to engaging in the community.

I look forward to working with Capt. Craig E. Litty as he takes over as the base's commanding officer. 
 
Visit to New London Public Schools

It was great to meet and engage with students at New London High School with Governor Ned Lamont and State Representative Anthony Nolan. It’s great to see what skills you need to become tomorrow’s workforce! Thank you to New London Public Schools for welcoming us. 
 
Northeast Public Health Collaborative

Several Northeastern states and New York City have formally launched the Northeast Public Health Collaborative, a voluntary regional coalition aimed at improving coordination, sharing resources, and strengthening public health capacity and emergency preparedness.

Purpose & Goals:

  • Promote evidence-based public health
  • Build trust in vaccines and science
  • Ensure equitable access to services
  • Protect public health through data-driven decisions
  • Joint planning on emergency preparedness, vaccines, data, labs, and workforce
  • Coordinated guidance for healthcare workers during respiratory virus season
  • Collaboration for 2026 FIFA World Cup public health readiness

The first in-person meeting was held this past August in Rhode Island. The states retain independence and may adapt initiatives to local needs. This collaborative aims to reimagine public health through shared innovation while respecting local autonomy.

We Are New London Parade

This Sunday, September 28 is the We Are New London parade! Below, you can read more information from the parade's Facebook page:
 

Come together to celebrate the vibrant diversity that makes New London special! This is an opportunity for all New Londoners to showcase their unique cultures, traditions, and love for our city.
 

The parade will start at 2 p.m., beginning at State and Washington Streets and concluding at The Whale Tail. All participants are asked to line up at the parade staging area located on the corner of Washington Street and State Street by 1pm.
