Dear Neighbor,

This week at the Capitol, the House was in Session on Thursday, February 26th, and the Senate was in Session the previous day on Wednesday. We convened to vote on two important measures, you can read more on both bills passed this week below. 

In this week's email, you can read about an important SNAP update in effect this Sunday, find information on how to apply for the last Generation Power CT Emergency Energy Assistance Cycle, and more. This Week's House Session

On Thursday, February 26th, the House was in session and passed two important bills: Senate Bill 298 and Senate Bill 299.

Senate Bill 298 is a comprehensive measure that advances several key priorities for our communities. It supports first responders by aiding the firefighter cancer relief fund and increases reimbursement rates for intermediate care facilities. The bill also updates child support enforcement, behavioral health regulations, and freedom of information and election laws to improve efficiency and transparency.

For workers, SB 298 establishes stronger, worker-friendly standards for warehouse operations, including a clear private right of action so employees can seek damages if workplace standards are violated. It revises police training standards for interactions with individuals with disabilities, strengthens protections for municipal employee pensions, and repeals a prior building code change to ensure responsible development standards. It also includes a certificate-of-need change designed to support UConn Health.

It delivers millions of dollars in targeted grants and earmarks to support local projects and organizations. The bill strengthens education by extending the moratorium on measures addressing racial imbalance in schools and providing $750,000 to the Capitol Region Education Council (CREC) for teacher training.

Senate Bill 299 addresses bottle redemption fraud following the increase in Connecticut’s beverage container deposit. The bill increases penalties for fraudulently redeeming out-of-state containers and lowers the threshold from 2,500 to 1,000 containers before identification is required at redemption centers. These changes protect the integrity of the system while maintaining the 10-cent deposit.

Together, these measures invest in education, workers, healthcare, public safety, and consumer protection — delivering support and clear standards that benefit residents, businesses, and communities across Connecticut. 

 

This Week in Committee Meetings

This Tuesday, February 24th, the Labor and Public Employees Committee held a public hearing and heard testimony on different bills raised by our committee, including H.B. 5276 and H.B. 5279, two bills I am proud to co-sponsor. H.B. 5276, An Act Concerning Volunteer Fire Departments and the Definition of Employer Under the State Occupational Health and Safety Act, seeks to ensure volunteer fire departments and ambulance companies are considered under CONN-OSHA jurisdiction. H.B. 5279, An Act Adding Witnessing A Serious Physical Injury As A Qualifying Event For Purposes Of Post-Traumatic Stress Injury Workers' Compensation Coverage, which seeks to add witnessing a serious physical injury that does not result in the
death or permanent disfigurement of such person as a qualifying event
for an employee to be eligible for workers' compensation coverage for a
post-traumatic stress injury.

Tax Equity Caucus Proposed Bills

This Friday, February 27th, the Tax Equity Caucus held a press conference to announce their proposed bills for the 2026 legislative session. This year’s Caucus proposed bills are: 
  1. Proposed S.B. No. 103 AN ACT ESTABLISHING A REFUNDABLE CHILD TAX CREDIT.
  2. Proposed S.B. No. 104 AN ACT ESTABLISHING A CAPITAL GAINS SURCHARGE.
  3. Proposed H.B. No. 5133 AN ACT INCREASING THE HIGHEST MARGINAL RATE OF THE PERSONAL INCOME TAX.
  4. Proposed H.B. No. 5187 AN ACT ADJUSTING THE FISCAL GUARDRAILS.
These proposed bills hope to address economic inequality and allow for more investments in essential services. Our goal is to support the everyday working class families of Connecticut, and I am proud to be a co-sponsor of these four crucial bills. 
 

Important SNAP Update

Beginning this Sunday, March 1st, important changes to Connecticut law will take effect regarding how the state will issue SNAP benefits. 

Under the new legislation, Connecticut will begin staggering the distribution of SNAP benefits rather than loading them primarily the first few days. Cash benefits will be issued on the first day of the month, and SNAP benefits will be issued over the first 8 days of the month. The date your benefits will be issued is determined by the last 2 digits on your EBT card. Use the graphic below to plan when your benefits will be issued based on your Client ID. 

This change is designed to
  • reduce congestion at grocery stores and retailers
  • improve access to food
  • create a smoother, more dignified experience for SNAP recipients

GPCT Emergency Energy Assistance

The Generation Power CT (GPCT) Emergency Energy Assistance Program will open on Monday, March 2nd, and will run through March 10th. This program provides a one-time grant of up to $500 to help eligible Connecticut households with electric, gas, or fuel expenses. 
 
Increasing energy costs are a challenge for many in the state, but through this program, GPCT has helped to provide families across Connecticut with secure access to heat, power, and water.
 
All GPCT energy programs are available to income-eligible households making up to 75% State Median Income (SMI) gross household income. Each income-eligible household that receives a GPCT Energy Assistance Award will receive up to $500 toward a future fuel delivery or toward a past-due utility bill. For the best chance of approval, and to make full use of this once-per-12-months grant. This is the last GPCT Energy Assistance Application Cycle this season.

Women's Business Development Council Grant

The Women’s Business Development Council (WBDC) announced the next round of Ignite and Child Care Business Grant Programs.

The Child Care Business Opportunity Fund, offered in partnership with the Connecticut Office of Early Childhood (OEC), provides grants of up to $25,000 to qualified licensed and aspiring child care businesses. The program offers grants targeting different stages of business, from start-ups to those ready to expand. The application period for Child Care Business grants runs from February 1st through February 28th. You can find more information on the Child Care Business Opportunity Fund grants here.


The Ignite Grant Program is designed to help women-owned businesses grow. The program offers grants of up to $10,000 to women-owned businesses in the state of Connecticut who have been in business for 2 or more years and have revenues between $25K and $2 million. The application period for Ignite grants runs from February 3rd through March 18th. You can find additional information on Ignite here

Information sessions for both grant programs are scheduled throughout the application periods. These sessions will help applicants understand the grant requirements and provide an opportunity for those interested to ask questions about the grants. Free Tax Preparation Assistance

With the tax deadline approaching on April 15th, now is the time to take action if you haven’t filed yet. There are several free resources available this year for anyone who needs to file state and federal taxes.

The Volunteer Income Tax Assistance (VITA) Program offers free tax help for low-to moderate-income (under $58,000) people who cannot prepare their own tax returns. Volunteers, sponsored by various organizations, receive training to help prepare basic tax returns in communities across the country. AARP's Tax-Aide Program, a partnership between the AARP Foundation and the Internal Revenue Service, provides free tax counseling and preparation services to middle-and low-income taxpayers, with special attention to people age 60 and older. Many sites will e-file your federal and Connecticut returns at no cost to you. Visit the AARP Tax-Aide Site Locator to find a location near you. 
 

The UConn Law School Tax Clinic is a pro bono (free) legal clinic that provides free legal help to low-income taxpayers with tax problems, either with the Internal Revenue Service (IRS) or the Connecticut Department of Revenue Services (DRS). Lisa Perkins, Clinical Professor & Director, and law students will work on your case. The Tax Clinic also works with attorneys in Connecticut who volunteer to help low-income taxpayers pro bono. The Tax Clinic is independent and separate from the IRS and DRS. Stratford Community Updates

View the calendar below for the weekly Stratford Eats schedule of community meals, food pantries, and other food resources in the Stratford community. 
 

The Mayor's Ball for All will take place on February 28th, from 1 to 5 p.m. at The Baldwin Center. This is an inaugural community celebration to bring community members together to celebrate new beginnings. This is a free event, open to all members of the Stratford community.
 

Sterling Community Center has opened their scholarship applications for graduating seniors who plan to continue their education. Click here to for more information and learn how to apply. 
 

The Baldwin Center will hold a Nutrition on a Budget class on Tuesday, March 3rd, at 10 am. Click here to register for the program.
 

The Stratford Health Department will host a Know Your Numbers Health Screening on Thursday, March 5th from Noon to 2 pm. They will offer free health screenings for: blood pressure, A1c (Blood Sugar), and Cholesterol. 
 

The Stratford Library will have a Women's History Month Grab and Go bag for grades 6-12. Pick up a bag from the Lovell Room from March 9th to 20th. 
 

Arts Alliance of Stratford is holding a production inspired by International Women's Day on Saturday, March 7th, at 3 p.m. at the Sterling Community Center.
 

The Sterling Community Center Preschool Open House will take place on March 21st from 10 to 11 am. This is an opportunity to learn about the Sterling Center Preschool and what options and programs are offered.
