Dear Neighbor,

The Connecticut General Assembly will start the 2026 Legislative Session next week! Thank you to all the Stratford residents who came out to my and Representative Gresko's Legislative Town Hall this week. It was a wonderful to see so many of you and hear your ideas, questions, and concerns ahead of this session. Special thank you to ACLU-CT and the Alliance for Community Empowerment for joining us and providing resource information for our residents! At any time over the next few months, if you would like to discuss your concerns and issues you hope we address during session, please reach out to me. In preparation for our upcoming session, I attended several events and meetings throughout the week with community organizations, leaders, and Stratford residents.

Severe Cold Weather in Effect Through Thursday

If you have taken one step outside over the past few days, you know just how dangerously cold it has been with icy conditions making travel difficult and dangerous. In response, the governor has extended the state's Severe Cold Weather Protocol through Thursday, February 5th at noon, marking the longest activation of this protocol in more than a decade.
 
Forecasts now show that bitterly cold weather will persist even longer than expected, with well below normal temperatures continuing into the middle of next week. Overnight lows over the next 10 days are projected to fall into the single digits, with several nights dipping below zero.
 
Anyone in need of shelter or a warming center is urged to visit 211ct.org or call 2-1-1 to find available locations. Transportation can be provided if necessary.

Bridgeport Regional Business Council
Legislative Breakfast on HB 8002

Tuesday morning, I attended the Bridgeport Regional Business Council's Legislative Breakfast Forum focused on the housing bill passed during the special session, H.B. 8002. We heard from Senator Gaston, Representative Felipe, and Representative Scott in a panel discussion moderated by Christopher Davis from Connecticut Business & Industry Association. They discussed how the new housing legislation will impact local businesses, organizations, workforce, and communities across the Bridgeport area and greater Fairfield County. This was an insightful discussion between officials, business and industry leaders, and policymakers about housing policies and economic growth in our communities. During the 2026 Session, I look forward to continuing the conversation around affordable housing and ways we can continue to address the housing crisis here in Connecticut. 

 

CT Housatonic Community College Meet and Greet

Tuesday morning, I had the pleasure of meeting with students, faculty, and President Collins during the CT State Housatonic Community College Meet and Greet. This was a great opportunity to connect directly with students and President Collins about the current priorities on campus and how we, as local elected officials, can support them. As a proud alum of Housatonic Community College, I was thrilled to attend this event and meet with current students and staff. 

 

Connecticut For All Bridgeport Regional Roundtable

Tuesday evening, I attended the Connecticut For All Bridgeport Regional Legislative Roundtable. This meeting was an opportunity to hear directly from CT For All members about the concerns they are hearing from communities across the greater Bridgeport region. This meeting allowed regional leaders and community members to discuss these concerns and ways the legislature could address them during the legislative session. 

 

Access Health Enrollment Fair with
Congresswoman Rosa DeLauro

Wednesday morning, I was thrilled to join Congresswoman Rosa DeLauro at the Sterling Community Center for an Access Health Enrollment Fair. This was a great opportunity for residents from Stratford and the surrounding area to learn about and take advantage of the Access Health CT Open Enrollment extension through this Saturday, January 31st.  

When federal subsidies were at risk of losing funding, and the rate of Access Health CT premiums were expected to significantly increase, Governor Lamont and state leaders allocated funds from the $500 Million Emergency Fund to offset federal funding cuts. Without this funding, families were expected to have their healthcare premiums skyrocket, making it unaffordable. I am thankful to our state leaders who took action when it was needed to protect so many of our residents, and for Congresswoman DeLauro for her visit to Stratford to help connect our residents with hands-on assistance to enroll in Access Health.

Fairfield University Legislative Breakfast

Thursday morning, I visited Fairfield University for a Legislative Breakfast with the President of Fairfield University, Mark R. Nemec, and other senior Fairfield University admin and faculty. President Nemec provided an update on the current state of Fairfield University. This was followed by a roundtable discussion on key priorities surrounding higher education and where there is room for collaboration between legislative leaders and Fairfield University administrators, faculty, and students. 
 

CT Nonprofit Alliance Legislative Meeting

Thursday morning, I attended the CT Community Nonprofit Alliance's Legislative Meeting. The Alliance is a united front of community nonprofits across Connecticut to advocate for the needs of nonprofits across the state and their legislative policy priorities. This was a great conversation between legislative and community nonprofit leaders to discuss important issues in their organizations and the people they serve. This discussion gave us direct insight into what nonprofit organizations across the state are dealing with and how the people they serve are impacted. 
 

Emergency State Response Reserve Update

This Thursday, Governor Lamont submitted a supplemental plan to the bipartisan leaders of the Connecticut General Assembly to use funding from the recently created Emergency State Response Reserve in response to federal funding reductions and delays made by the Trump administration and Congressional Republicans to essential health and human services supports that the residents of Connecticut depend on for some of their most basic needs.

This supplemental plan totals $18.7 million and will be used for:

  • Funding to expand the reach of community health workers, who will play a critical role in helping residents understand and navigate changes to SNAP and Medicaid eligibility under Public Law 119-21 (commonly known as the “One Big Beautiful Bill Act”). These workers will provide personalized assistance to help ensure individuals and families remain connected to the benefits they need through June 30, 2027, in the amount of $2,000,000.
  • Funding to support system upgrades at the Department of Social Services, ensuring the state can successfully implement the eligibility changes required by Public Law 119-21 in the amount of $11,400,000 for the state share of these costs.
  • Replace funding for mental health counselors provided by EdAdvance to schools in the Northwest region of Connecticut through June 30, 2027, in the amount of $830,000.
  • Replace funding for Community School grants for Clifford Beers in New Haven, Waterbury Bridges to Success, and Hartford Public Schools which provide critical wraparound services, including healthcare and childcare, to children and families in these communities through June 30, 2027, in the amount of $4,513,000.
 

Access Health CT Special Enrollment

Access Health CT will offer a Special Enrollment Period for eligible customers to enroll in health coverage with the new state subsidy, starting Feb. 1st. The Special Enrollment Period end date will be determined.

The Special Enrollment Period is separate from the Open Enrollment Period, which ends Saturday.

Customers who qualify for this Special Enrollment Period include: 

  • Households with an annual income between 100% and 200% of the Federal Poverty Level (FPL), who are not already enrolled in the Covered CT Program. These customers will receive a state subsidy to replace 100% of the expired federal enhanced premium tax credit amounts.
  • Households with an annual income over 400% and up to 500% FPL. These customers will receive a state subsidy to replace 50% of the expired federal enhanced premium tax credit amounts.  

Eligible customers who have already enrolled or plan to enroll in a 2026 health plan will see a credit applied to their carrier bill.
 
It’s important to note that while customers will not see the state subsidy amount in AHCT’s online system until all updates have been made in the coming weeks, all eligible customers will soon receive a notice in the mail from AHCT with the amount of their state subsidy.

Insurance companies will send consumers updated premium bills with the credit for the state subsidy amount. This manual process will begin soon, in advance of the system updates to be implemented in the coming weeks.

 

Women's Business Development Council Grants

The Women’s Business Development Council (WBDC) announced the next round of Ignite and Child Care Business Grant Programs.

The Ignite Grant Program is designed to help women-owned businesses grow. The program offers grants of up to $10,000 to women-owned businesses in the state of Connecticut who have been in business for 2 or more years and have revenues between $25K and $2 million. The application period for Ignite grants runs from February 3rd through March 18th. You can find additional information on Ignite here

The Child Care Business Opportunity Fund, offered in partnership with the Connecticut Office of Early Childhood (OEC), provides grants of up to $25,000 to qualified licensed and aspiring child care businesses. The program offers grants targeting different stages of business, from start-ups to those ready to expand. The application period for Child Care Business grants runs from February 1st through February 28th. You can find more information on the Child Care Business Opportunity Fund grants here

Stratford Community Updates

View the calendar below for the weekly Stratford Eats schedule of community meals, food pantries, and other food resources in the Stratford community. 
 

Stratford Public Schools, in collaboration with the Early Childhood Collaborative of Stratford, is pleased to announce the 2026–2027 Early Childhood & Kindergarten Discovery Night from 6:00 to 8:30 p.m. on Tuesday, February 3rd at Stratford High School. This free event is open to all Stratford families with young children ages 0-5 and those entering kindergarten in September 2026.  
 

Stratford YMCA and Stratford Public Schools are joining local organizations for Project SEARCH, an internship opportunity for young adults with intellectual and developmental disabilities. The first information session will take place on February 4th, from 6 to 7 p.m. at the Woodruff Family YMCA.  
 

Take Your Child to the Library Day is Saturday, February 7th. Join the Stratford Library as the Dinos Invade the Library! The Stratford Library will have free books, a craft station (while supplies last), and an iSpy all day, as well as drop-in events
 

United SEPTSA of Stratford is holding a meeting on Thursday, February 12th, at 6:30 p.m. at Sterling Community Center. United SEPTSA helps create a community support system for families and specialized staff in Stratford. During the meeting, you can hear about the organization's upcoming events and collaborate to plan future events, share ideas, and more.
 

Stratford PAL is hosting a family open skate with Stratford Police Officers and PAL Hockey program coaches on February 15th from 11:30 a.m. to 1:20 p.m. at Sports Center of CT, Shelton Rinks.
